Berkeley debates compassionate sidewalks approach to those on streets
A City Council workshop Tuesday on homeless issues and Councilman Jesse Arreguin's Compassionate Sidewalks proposal rekindled animosity between those who want the city to address the causes and solutions to homelessness and those who say Berkeley's primary focus should be addressing inappropriate street behavior.

If these drug using derelicts would only not smoke
They might get more sympathy. These folks cigarette smoke is worse than the diesel from the buses. They smoke as much as possible, non stop. Why wont the Berkeley Police write them up ?? It is illegal to smoke in a commercial district.
Ticket them and have them do some community service.
