If these drug using derelicts would only not smoke
They might get more sympathy. These folks cigarette smoke is worse than the diesel from the buses. They smoke as much as possible, non stop. Why wont the Berkeley Police write them up ?? It is illegal to smoke in a commercial district.
Ticket them and have them do some community service.
