It is referred to Little Ivy league because it is inferior to the Ivy League.
Regarding Bush and Romney, by your definition, I have a superior education to Bush and an equal education with Romney. I would never refer to either of them as "ditzes."

As far as Romney, your education is inferior by your own logic as you didn't go to an Ivy League school.
