Phoenixville Code Enforcement Officer Already Has A Quota

Quota Systems are illegal within the Law Enforcement profession in the Commonwealth of Pennsylvania. Phoenixville Borough Council is creating a Code Enforcement Position for all the wrong reasons first and the right reason second. When council talks about their expectations of the Code Enforcement position generating its own revenue this is a dangerous thought process. Rather a Code Enforcement position should be budgeted in the general expenses to maintain legal property management and building code awareness. But for council to concentrate on penalizing property owners for failure to cut their grass or shovel their sidewalks, beware of an abuse of power and influence from within borough government. Quotas or expectations for a self revenue generating arm of government is ILLEGAL. And as a Retired Law Enforcement Officer I expect the District Court will be tied down with many challanges to what WILL be SELECTIVE ENFORCEMENT. Council needs to change its thinking process concerning the need of a Code Enforcement Officer even if it is realized many people follow the codes and the position DOES NOT generate revenue to self sustain.
