what are those blue cages outside businesses?

Do you know what I mean? There is one in front of the New Century Bank at the intersection of Starr & Bridge Streets. I think there's one near VFCC that says 'Charlestown Township.'
They're small blue "cages" with blue & white awnings on them.
What are they for?

They are passenger carriages from an old Ferris wheel.

OH!! Thank you, Sarah. I remember reading about this ferris wheel and how businesses could buy or sponsor a seat. I didn't realize they'd be with the businesses till the whole wheel is rebuilt. Cool!
