'Jail no place for the mentally ill'

A mental health crisis is brewing inside the DeSoto County Jail and countless other jails throughout Mississippi, primarily due to lack of state funding for mental health facilities. via Desoto Times Online

the state needs to go back to long term and maybe even permanent care for the mentally ill in the state mental hospital.

funding is your main problem. And no one wants to admit mental illness effects everyone. it is the shameful disease. Only famlies that deal with this knows how difficult it is.
