Running track open to public?

I'm sure this is a battle not worth fighting, but I'd like to at least be educated on it. The 3 highschool tracks that were open to the public in Pflugerville are not closed due to the "millions" of dollars they spent resurfacing the football fields. Didn't we (Pflugerville home owners) pay for that? On the Pflugerville ISD website, they do list 3 tracks that are open to the public. Have you guys been to them? They are 250 meters around, instead of the normal 440. And the surface is asphalt or concrete. One is even part of a parking lot. I'm a recreational triathlete and marathon runner, and would love to have a track to do some measured distance speed training on every once in a while.

Please help me understand.
