I found a Driver License in my used American Crown Vic

I am Tiger .. From Saudi Arabia

I don`t know If Iam in the right place to post this inquiry but anyway this is my question

I bought an American used car last week .while I am cleaning the car , I found the driver license of the previous owner . The word TEXAS is written at the top of it ,and [Village Glen Cove PFLUGERVILLE] which I think it`s the Address .
It expires in 60-50-09 .
There are some Numbers written within the address and also beside the photo !!

So,Is there a way to contact the owner by the address of the license in order to return it back if necessary ?

Just stick it in an envelope with the persons name and address from the license and mail it to them.
