Sheriff candidate due public ethics caution

In a 3-1 vote, the Arkansas Ethics Commission decided Wednesday to issue a public letter of caution to a Prescott police officer running for Nevada County sheriff. via Herald-Leader

Be for real, the county called Officer Martin to the Sheriff Dept to take a call for them, then turn around and file an Ethics Violation on him. When the employees park their cars at the Sheriff Dept, with Re Elect Bobby Carlton signs on their vehicles. In addition, there are jailers and dispatchers wearing Re Elect Bobby Carlton T-Shirts while on the job, inside the Sheriff Dept. Who has committed the Ethics violation here?

It is pretty sad that the the issues that our Nevada county Sheriffs department has had since 2007: example 5 escapees from our jail and the jailer responsible is still working, unable to correctly work investigations, not informing family about serious issues pertaining to certain crimes, having people make re -elect signs in the Sheriff's office using county electricty, county equipment and on county time. Why don't the picayune ever print any of that. Or the fact that ethics is not a top priorty in this sheriffs office, if so then why is our sheriff dating a married woman?

I think its time for people to open there eyes to what is going on in the Sheriff's office. Sheriff Carlton just wanted to add a title to his belt. He is never at the office when he is needed and evidently doesn't care that his employees are not only rude to the public but have no knowledge how to do there job competently. When the dispatchers answer the radio incorrectly or totally ignore the officers, they are putting the officers in danger. And the jailers letting prisoners escape, that puts all of the County in danger. Sheriff Carlton says all the employees are state certified...no they are not...they don't stay working long enough for that!!!! And the subject of ethics...well he needs to take a LONG look in the mirror before he accuses anyone of an ethics violation....Wake up Nevada County....haven't we had enough of this??
I'd sleep better at night knowing he wasn't running out law enforcement office.....

Ethics!!! I don’t think that Bobby Carlton or any of his employees really know what that word means. Ethics is the discipline of dealing with what is good and bad and with moral duty and obligation, a set of moral principals. Nevada County citizens it is time we stand up against this man that is our current sheriff. It is time that we voice our opinions and let everyone around us know what kind of person he really is. Danny Martin did not violate any ethics violation. Danny was doing his job as a police officer in our city, he responded to a call; he took care of a call that the Sheriff's Office should have been taking care of itself. When he finished the complaining party simply told him that "you have mine and my husbands support". He in no way asked for her vote or support at any time during the conversation. Unfortunately we have a Sheriff in office now that does not know how to tell the truth. He and his officers went to Little Rock and they told lies, Robert Henninger, Gary Hicks, and Bobby Carlton. Let me ask you this, do you really want a sheriff that would lie about something so simple as this. I don't. If anyone in this election as committed a violation the Ethics Board should be investigating it is Bobby Carlton. Any day of the week you can drive by the Sheriff’s Office and see the Re-Elect Bobby Carlton signs on the vehicles of employees that work there sitting in the parking lot.
Bobby Carlton’s campaign is about keeping our citizens safe. There have been 5 escapees from the jail since Bobby Carlton has been in office. Does that make you feel safe? It doesn’t me. The turnover for dispatchers and jailers is so bad that they don’t have time to get proper training. Everyday we put our lives into the hands of these people that do not have proper training, and a sheriff that is too busy making up lies about others to do his job properly.

bobby carlton and his employees need to be out of office. they let the bad workers get rid of the good ones. yes they have had 5 inmates excape not to mention the murders this county has seen since he has been sheriff. they fired two good workers a couple of weeks ago the male jailer went to pick up his check and the jail they administrator (karen jones) demanded him to work dispatch when he told him he couldnt because he had family coming in that he had not seen in four or five months she fired him i could see firing him if he didnt have a good reason but when you hae family u have not seen in a while then yes. and dont demand him to work ask him. see if he has anything to do first. he also worked for her on his day off a while back so she could probably go out...and when he asked for that day back she made up some excuse not to he asked 3 different times but the answer was still no.i wouldl e scared to work too. do u want some one like her running the jail she has a criminal history you no. terroristic threatening is what she was charged for which is a felony and the court dropped it to a misdemeanor. she harrassed that jailer because his step-dad and mom had a sign in THEIR yard that said vote for danny martin thats not his house the boy is 19 yrs old ts not his fault his parents house has his sign in the yard but karen jones told him he was a chicken a trader and a dog. she told him does his mom and dad not have enough respect for him and jeaprodizing his job to take the sign up.but bobby dont look at any of that because he is friends with her and others there. danny if you read this u have my vote put all of them out of a job and put them into the unemployeemment line oh and the drive through liqour store. danny martin does a good job as a law enforcement officer and doesnt get noticed for it he is a good mad and he means well. i listened to the radio the other night and there was a dispatcher working ora wiley , and there was an officer jami yarbrough the dispatcher wanted to shoot the bull and ask questions instead of giving the correct information to the officer she is one of those people who will end up getting one of our innocent officers hurt or even killed because she has no clue what she is doing. and they even trained a girl for dispatch that had done community service for them. what kind of people do we have running our county. if there is an officer out there with big enough ba**s to pull karen jones over they ould probably get a dwi out of the deal. and they also fired a good dispatch anita jones the day after they fired brock walker she has another job on the side cutting hair and it was her day off also and they told her to work and she couldnt so they fire her...they had plans on doing it any way is what someone told me. the real reason is because they are friends with danny martin. i feel sorry for the two employees that got fired. i just hope the best for the 2 and hope someone will take the appropriate action and investigate the whole thing i dont see how the nevada county employees sleep at nite..yes i can because they dont have a heart.

I think that Bobby has done a good job. The only problem that I have seen is the fact that he does have an alcoholic for a jailer and most of his deputies are smartasses. But, if you were in their shoes you might be an asshole too. You never know who you are dealing with and could be that the person you stop just might take your life. So, they have to be unfriendly at times and all business. A lot of people doesn't like Bobby and his deputies because they make a lot of traffic stops, well isn't that their job??? I hope that they stop a lot more people and get some of this drug activity out of our community. You people better think again!!!!And by the way who cares if they make signs using the electricity in the sherif's office. Do you think the other candidates before did'nt do the same thing?

Danny Martin spoke on saturday that the sheriffs office had not done anything to curtail the drugs in Nevada County. I checked the records and saw in writing that in 2006 when Danny Martin said he was running the sheriffs office, they made 39 drug arrests. In 2007 Sheriff Carltons deputies made 69 drug arrests. You decide who is fighting drugs. I also saw that in 2006 the sheriffs office made 467 arrests compared to 881 in 2007. Whose deputies were working whose were not. What do you pay these deputies for, to work or sit in the coffee shop. Bobby Carlton is the only sheriff in nevada county history to have paid back to the county more that his entire budget for running the sheriffs office and jail. I also know for a fact that he did not even know Dawn Mckinnon nor did he ask her out until a circuit judge told him she was now legally seperated and it would be alright to ask her out. This is dirty politics and Bobby was done this way last time when he ran against Steve otwell. I hope each of you consider the source when hearing these complaints.If you doubt anything I have written go ask your sheriff for the truth.

Bobby Carlton has done a great job if you consider the fact that when he took office in 2007 that it was a complete wreck. The office had no working computer network, jail was falling apart, and the court house was hesitant to work with him because of the crew that was in the office before he took over. Bobby established all aspects of the office working abilities over time. However he has made some very bad judgment over the last few months, Karen Jones as Jail Administrator, and Lee Gully as Head Dispatcher. Karen and Lee have not had the experience nor management knowledge to run a department affectivity. When you think of a 911 communication center, you think of professional people that know how to handle a job under pressure. Putting a guy that has no experience in running that crew is a disaster waiting to happen, you have to have leadership, knowledge, and experience. All of the good dispatchers and jailers have been fired or ran off because of bad management, that goes from the Jail administrator, the head dispatcher, and the worse ever Chief Deputy. A team has to follow command and take complaints to there direct supervisor in order to keep things flowing properly, when you go over there head, rumors and moral issues start to form. There are not bad workers, there are bad leaders.

Danny is campaigning to bring back the old crew that was in officer before Bobby. If this is so good then tell me why the Sheriff’s Department was so run down when Bobby took over. Thousands of dollars unaccounted for, that Bobby’s Administration found, and used to try to get the place back into shape.

Citation revenue has sky rocketed since Bobby has been in office, which will make for a bigger budget years to come. This is only done by working the deputies. Deputies are not paid to set at the office and wait on calls, they are to patrol and write citations for State Violations, which keeps Nevada County citizens safer by all means. If you have an large increase in DWI and Drug arrest since Carlton has took office how can you say that he has not done his job, by getting the officers on the street. Murders you can not control, you can only try to prevent by patrolling and talking to you citizens.

Why should officers like Robert Henninger be allowed to run around and talk about other fellow officers in order to try to make himself look a little better?? This is his problem that he himself needs to work on. He is two Faced and stabs everyone in the back, that is a known fact, he will be judged for his actions one day. Everyone knows how he will tell one person he is supporting Danny Martin, then tells others he is supporting Bobby Carlton, this is just Henninger. I would not piss on him if he was on fire!!

But wrapping up Bobby has done a great job in the very short year he as been in office and needs to be given credit, he is new and still changing things. He has made this community safer and done a lot of work to help the citizens of Nevada County. I just wish that people was not so narrow minded to point out little flaws that has nothing to do with Citizen safety.

Bobby – Get rid of you your bad seeds, to make a better crop!! Hire Back some of your good crew and let the supervisors run the departments like they should be.

Only know of 3 escapees and it was not only there fault. There was no securtiy and the building was not designed right, it is time for a newer jail that would be better to house and take care of prisioners. I do agree that the Jailer Karen should not still have her job, two of the inmates that esscaped were on her shift. There is new regulations and dooor lock equipment that has be put in place since then.

Who can say that the arrests were made on information received after Carlton took office. Most arrest have to be made after a length investigation not on the spur of the moment, including drugs and other crimes. This does not mean that Carlton and his deputies made these arrest all by themselves. One of the main reasons the citations has increased is beacause the untrained and unlicensed deputies stop people for things they don't have the qulifications for.
Morally, it doesn't matter if someone is "Legally Seperated" or not. She/he is still married. How would you feel if someone did this very exact thing to you or someone you loved?

I would like to comment on all that was said in the previous messages. There are three candidates running for Nevada County Sheriff, and all deserve our respect. It never fails that when there is an election of any kind people love to hear about the bad in the candidates. Im sure all three have things they wish they could change but other than God himself we all do. Alot of what was said is true. If you were really concerned voters you would check with the clerks offices at the courthouse for arrest statistics, warrant and anything else you want to know about the Sheriffs department. Im sure the Sheriff will give you everything you will ask for, its all public record. About how tickets are written to gain funds is simply not true. Tickets written by the Sheriffs department are divided up several times before anything come to the county. If I understand it right very little money is actually collected on a citation. This forum started out as "Sheriff candidate due public ethics caution". Personnaly I think it was quiet childish for anyone to file a pettition in reguards to ethics against a fellow officer. It really shows that someone is not out to better the Sheriffs department but to better himself. I do think that this act has severally damaged the relatioship between the Nevada County Sheriffs department and the Prescott police department, as well as other law enforcment entities. It is a shame that people do not think everything through before doing things. I sure hope whatever the outcome that our county wide law enforcment can work together. If you are really concerned about your county then think hard about whats going on and whats being said vote for whats right not for whats popular.

Well I don't know about Danny Martin or the other candidate but I do know that when Bobby Carlton was a State Trooper if he stopped women for speeding or any other offence if you did him a FAVOR he wouldn't give you a ticket (if you know what I mean). My girlfried told me it happen to her (she took the ticket). I don't know why anyone would entrust law enforcement office to that kind of behavior.

I don't know about the other candidates running for sheriff but your current sheriff doesn't have much ethics. I know for a fact that when Bobby Carlton was a State Trooper and puller over a lady she could get out of him giving her a ticket if she did him a FAVOR (if you know what I mean).
My best friend told me he stopped her and offered her that option. She told him she would much rather have a ticket (that is what you have for a sheriff in your county). I don't know about you but I would certainly give the other candidates a look.
