Big difference between a hate crime and a crime of opportunity, even the law acknowledges that fact.

Who considered him a joke? The extreme left, perhaps, but certainly not the American people. Reagan beat liberal Jimmy Carter, the sitting president, by an unprecedented landslide. He was reelected the same way. Reagan was one of the most popular presidents in the history of the U.S., so I have no idea when it was that he would have been considered a "joke in the American political scene." I suspect that this is just another lie.
I direct your attention to the movie Slaughterhouse Five, based on Kurt Vonnegut's novel. In the movie there is a scene in which the Billy Pilgrim's wife panics, thinking that her husband is dead and goes off to the hospital in her Cadillac. She dives all over the freeway and tears the exhaust system off. She winds up at the hospital losing consciousness just as her car stops and the rear bumper falls off. On that bumper was, in the original version, a sticker. This sticker made the whole audience in the theater in which I saw the film convulse with laughter. Just as the bumper hit the ground you can clearly read what the bumper sticker says. It says, "Reagan for President." They all howled with mirth.

What is even more interesting is that there is a version of this film that aired on some cable network in the nineties in which that shot of the Reagan bumper falling off Mrs. Pilgrim's car was cut. Apparently someone though it was a joke that they didn't like.

In the sixties and seventies the concept of President Reagan was the punch line of a lot of jokes.

Yes, he was elected, but not by any vast majority among the voters where it was a squeaker. What was unprecedented was a consistent slight margin in nearly every state. His approval rating tanked and few though he could get a second term. He did with the help of racist ads on the TV and despite the early signs of senility. Shortly after his term ended he was seen skimming leaves endlessly out of his pool while a secret service agent tossed leaves into the water for him to skim out.

He was personally popular and played the role of president like any professional actor could. His policies were consistently rejected in the same survey which showed his popularity. That was the strangest part of the whole affair. The people didn't like his policies but they liked the man.

Go figure.
