Please, if anyone has any information about Rulan's accident please give the FHP the information. He was my boyfriend, the love of my life. We had so many plans, amungst those plans were for us to get finish school and get married. I am now half of the person I once was. Please please please, help me and his family find closure to this horrible accident.
