Animal Shelter Struggling to Stay Afloat

I understand they need to check to make sure that the people adopting the animals are 'fit' but perhaps if they were a bit more flexible about their rules they would have more adoptions. My son and I tried to adopt a dog, went through all the mandatory steps and(quite literally) because we did not have our previous dogs inoculated against 'everything under the sun' we were turned down. Yes this is a (very little) bit of sour grapes (you didn't have to see my son's face) but we are quite happy with the pup we ended up with - 'free to good home'.
