Sounds very similar to what has and is happening in Washington D.C. except it's lobbiests and politicians. The top of the corruption tree extends all the way to the highest offices. No bid contracts that benefit the #2 man in power and his associates.

I think any one that dose something wrong even steling money those people should be in prison maybe this wrold might be a better place to live.
