Anyone finds jogging on the street vs. sidewalk DANGEROUS for drivers too?

I do not understand some people jogging on the streets when visibility is poor - before sun is up, during the rush hour, in the worst possible ice, sleet, snow or rain conditions on the narrow streets when sidewalks are available!
Why jeopardize your life and risk an injury while jogging on the street? If you do not value your own life enough, at list you can do is not to jeopardize lives of other people driving around you!

cities definitely need to come up with some kind of a law for people who don't jog on sidewalks and who jog during poor weather conditions. People can barely drive in the snow let alone watch out for "fitness freaks" that decide to jog in the early morning or late nights during poor weathers...
