cultivation of hemp has many uses other than the obvious, is'nt the quality different from hemp cultivated for smoke?

You can smoke hemp all day and not get high. Restrictions on hemp were caused by paper and cotton companies wanting a monopoly, so they bought various politicians at different levels of government.

In a free country, a person would be able to ingest anything he wanted to into his body as long as he does not hurt anyone or their property. Of course we live in a fascist country.

the hemp spoken of is not the kind you use to get high, it lacks THC. was used years ago for rope making.

Industrial hemp has little to no appreciable hallucinagin qualities. You could smoke the stuff all day and be no better off than a single beer. It does however as the name inplies have many uses in a variety of industries. Rope,clothing,paper,bio-fuels to name a few.
