Is your or your neighbors horse suffering in the heat??? no shade, no water, no food???? Who do you report it to??? The local pet shelter there in Pecos doesn't do horses. The livestock board in Albuquerque, sure, they'll run right out. The best approach is one on one, shame the owner. What is wrong with these "people?"

Call ASPCA..they will call the police departmant once they get the info and deal with it,but you have to call them.
