I have lived on the Peninsula for many years and have watched as the Cities of Monterey ( in particular) and now Seaside have allowed growth beyond what they knew was feasible. The all mighty dollar was what they saw, not the reality on how to manage what they had. The LEGAL limits of how much water can be taken has already been set by the state and now that that law is finally being enforced, everyone cries foul ! How about the judge ordering Cal- Am and the cities to cease and desist until the case is heard. After all, would she tell a drunk driver the the law cannot be enforced because SHE wants to make sure it is OK with everyone else.
It turns my stomach to see an officer of the court interfere with matters such as these, and what should happen is that an Appeals Court should immediately overturn her ruling and order Cal-Am and the cities to start enforcing that which is already on the books. Some one has to start thinking straight. What ever happened to the concept of Natural Landscapes, limiting the use of watering and size of lawns, mandatory low flow showers and toilets. And while we are at it, desalinization is not the answer, water conservation is the only way to make this work. The cities need to save their money to help with water conservation, not spend it trying to retain the status quo. For over 40 years I have heard the arguments about water conservation, isn't it about time something actually got done?

Maybe, might be, possibly... in other words, they have nothing but know that locals will not accept their pitiful declarations that they, the State, knows what is best.
