I don't think it was rigged... And the only person who paid out was mr Thompson. I hear he forked out monies for his campaign to his workers, his signs, donations to adult day care, pisd, oh and can't forget those delicious tacos ( thanks lew)... And he still forking out for the recount. So if pisd has to pay, they can just use the monies that mr Thompson donated plus the money he has to pay since he's asking fr the recount.
