I saw Matthew in Monroe at that Salsalito Burrito place near Gander Mountain Gun store. He was chowing down on a big old fat burrito.

I said "Matthew, I saw where you didn't file for re-election".

"That's right" he said.

"Well, I was wondering why not. A lot of people think you, Norma and Frank are the only ones who give a damn."

"I've got a business to run. Being on the council plus all the committees and meetings takes a lot of time. I want to make my business successful so that time became more precious to me. I'm not being selfish. I gave my time. It is time for someone else to give their time."

"You are good man Matthew. I respect what you are saying".

He took a big bite out of the Burrito, followed it with a big gulp of Pepsi and smiled at me.

"Why, thank you Al. That's mighty nice of you to say".

"So Matthew, what do you think is the best thing you accomplished in your term on the town council"?

"That would have to be hiring Amanda as town manager. She has done one hell of a job. I think everybody except Irby Laney will agree with that (and I expect he will come around eventually). We've made a lot of improvements in governmental structure, hiring practices, insurance, chain of command things like that. Those are important to make town government efficient.

We've raised taxes. Norma and I were solidly against it believing we could make some cuts in programs and reduce in some other areas but we knew the cards were stacked against us. Rather than vote for raising taxes I bailed that meeting and I have been raked over the coals by the paper because of it, inferring that I took the coward's way out. So be it! I wasn't going to vote for it. I could have voted no along with Norma and that might have gotten a few "brownie points" but it wouldn't have made one iota's difference. My vote was "not to vote" like it or leave it.

I ran into Frank coming out of the Liquor store in Wingate yesterday.

"Hey big boy, What's going on"? I asked

Frank laughed and clicked the door open on his Escalade. "I had to stop off and get me some cough medicine" he said.

"We if things turn out like I think they will you won't have as far to drive to buy your cough medicine".

"Oh, you think it will pass this time, do you? I'm not so sure. We've got more preachers per capita in Marshville than they do at the Vatican. When you add up the preachers, the little old ladies who are against Al-Ke-Hall, the bootleggers who stand to lose their income plus the voters from the cemetery. That's a lot of votes"!

"Well Frank" I said "you know as well as anyone that we are losing money to Wingate. You aren't the only Marshville citizen that stops off here to buy their hooch".

"I ought to sit out here and take names so I will know who our customers are going to be and what they buy" he said laughing. Well Al, I've got to get going. I don't want this bottle getting stale. I'll be seeing you".

Matt's a nice guy. Has to be tough being on blast 24-7. I wouldn't be a part of the town council again, either of I were him.

I was busy pumping gas at the Hess station yesterday and didn't notice the car that pulled up on the other side of the pump. After I heard the person opposite me start pumping gas I decided to peak around to see who it was. It was an old friend who has served this community in many, many capacities over the years. He is like me--getting old and he's had to slow down. He is still active in church and civic organizations and promotes the town of Marshville every chance he gets.

If you've lived here very long you know him. He knows that I enjoy writing on here. He's asked that I not use his real name. I'll call him Zoro.

"Were you at the Annexation meeting Monday night"? I asked.

"I sure was. If nothing else, I was glad to see that many people interested in the town's business. Many times we are lucky to get 3 or 4 interested in what is going on in the town. I would love to see the room full at every meeting, not just when something controversial comes up. I would love to see people volunteering for committees and for town cleanup projects."

"Most of the meetings are boring as all get out, Zoro. I have been to some at which I thought the council members were asleep" I said.

People need to be involved Al, instead of sitting around and then having a knee jerk reaction to something that is happening like this annexation deal."

"A lot of people are criticizing Frank for the lack of transparency. We've all heard Frank say he only operated above board and there would be no under the table dealing".

"Well, I think you have to understand why Frank is playing his cards so close to his chest on this deal. This is controversial but it could very well be the kind of thing that spurs growth and brings jobs and revenue to the town. The annexation of the Horne property is a good thing regardless of it's eventual use."

Zoro continued "Marshville has a shrinking tax base. That's a very bad thing. A town cannot survive with debt. We are not at that point yet because we saved money in the past but those funds are shrinking. The town is funded by individual and business taxes and payment for services. We have people in this town that don't pay taxes because they don't own property. We have people here that refuse to pay their taxes. Some owe taxes for 10 or more years. The town has the right to confiscate property for delinquent taxes but so far we haven't gone to that extreme."

"Wait a minute here Zoro" I said. "I can read between the lines. You are intimating that Frank sees whatever is built on that property as a revenue generator for the town. Well, what if it really is a facility for Juvenile Delinquents? Won't that hurt the town's image? Who wants to live near a prison? Not me! What if they escape. They might hit me over the head and steal my car"

"You see" he began "you are having one of those knee jerk reactions I mentioned earlier. Sure that could happen. So could a meteor falling out of the
sky crushing us all to smithereens. Don't jump to conclusions about what kind of facility is planned. Neither you nor I have have enough information to come to a conclusion."

"It is my belief" he continued "that whatever is built on the Horne property will bring jobs to Marshville. That's something we desperately need. If people have jobs they can pay their taxes and pay their water bill."

"You have given me a lot to think about Zoro. I may not agree with all of what you've said but you've made more sense of this than the newspaper or all of the talk going around so thanks. I've go to go"

Matt was useless as a councilman, dressed like he has money and class, but has neither, as a matter of fact cant see why that pretty little thang stays with his sorry a$$. I am sure he couldn't get a vote for the doghouse anymore. He wasted 4 years, collected a check for showing up, then as he would admit himself, didn't even show for a very critical vote. "Bailed out" isnt the word Matt, "sold-out" is more appropriate. If the best thing "you" accomplished was to hire Amanada, then you get an "F" for a grade. She will get a "F" as well as soon as she is escorted to the town limits after this coming mondays meeting. There is a new world order in town, and they will straighten up town hall from all the bs this manager has put the citizens through for the past two years. We have had 4 blind mice on the council, time for a change. I, and many citizens voted for change, and by God we better see change soon, we can not afford this much longer. Get this mess cleaned up council!

you wrong fellas, she wont be going nowhere. the whites aint got the votes and thats that. forget it fatboy. mayor frank and her in charge here, gonna stay that way. i speak with her after the meeting last week and she standing her groun because mayor frank helpin her. she young sexy and aint fraid a nothin. you all see

That 'pretty little thing' as you put it is not as sweet as she seems. Causes drama left and right but plays innocent. Very disruptive and cloaks it in Christianity. Leave this town.

Not sure what your referring to to, but can only guess it would be the town manger. As I dont live in town and cant vote, but can still voice my opinion on this person as I have many friends that have been affected by her reign of terror. What is the hold up on getting rid of this lady? Do they not see the damage she is creating for the residents of the area, not only the citizens. I personally have asked council members to act fast and with force. Set this as an example for future town managers that will pass through your town. Take back your town and keep your citizens here. I pay for town water and have heard that she is applying for a $750,000.00 "low interest loan" to install "radio read meters". Can the town afford this "loan", is it needed, and how much will your taxes go up to repay this "loan"? Is the new council on board with this? All questions no one can or will answer. All we do know is that services are cut and fees keep rising. Why would this council just sit and watch this continue? The mayor claims she has increased revenue for the town, YES she has, at the cost to the citizens. There has been no new business come to town to help offset her rise in taxes and fees. She has, if fact, run business out of town. We have been operating for years ok, with slow, but some growth, and now we get a manager that thinks she is running a business where she gets a bonus of the profit. Maybe we need to look at her contract again, could it be? Ask her and she will blame the past managers not knowing what they were doing. Sounds like Obama to me. I certainly hope the council members have access to the internet and get to read this post, maybe one or two can provide some answers as well. When? What? How? Changes? Get off your butts please.

March is NOT soon enough. A smart business does not keep an employee that they dont trust to stay and keep the keys to the safe as well. Are they asking for more problems? Normally a company just tells the employee to leave immediately, no need to stay. They are smart enough to stop any further damage. Does she still get to make day to day decisions for a town that she is resigning from, she has nothing vested in our town to make sound decisions. The employees cant trust her, there may be some that she will execute before she leaves as payback. Do they have any support from the council to stop her reign of terror? Will they allow her to sign contracts to spend our money as she sees fit? I read in the Home News that she will get 6 months severance pay, benefits, and vacation, sick, and comp pay. What is comp pay? Isnt she a salary employee? Not entitled to any comp pay, works 40 hours a week more or less and still gets the same pay. No extra pay.Is this lady out of her mind? And if so, has she punched a time card as regular hourly employees? Has the payroll clerk kept track of the managers time? Council should be investigating her claim well before thinking of writing a check. I believe it takes two signatures and I would hope anyone with authority thinks before they sign a check for her at anytime for the remainder of her reign. She has the power to bring this town to its knees financially. She is NOT to be trusted. Do NOT underestimate a woman scorned. Take it from one.

What kind of damage will the next 3 months bring to Marshville? She has already gotten us into her pet project of the DETENTION CENTER. Can anyone tell me what the MAYOR has as a job description? He certainly seems to be window dressing for Marshville instead of an actual employee. Maybe he just for the PR of town. I believe that ALL job descriptions should be reviewed and some of them combined. It seems that wit every job title comes money. Maybe it would not hurt so bad if the money was worked for. People outside the village limits have no say about things, BUT are to live with the results. WHY?? I believe everyone has given up and have resigned themselves to WHATEVER. PLEASE look around and post any of your REAL suggestions or questions. We can get to the bottom of the pit if we all grab a shovel. Let's start with job descriptions and make the employees accountable. Let's start with signage and get people to our Main Street to spend. Let's WORK TOGETHER.

Paper said Amanda goes July 1 but gets 6 month severance or 31,000 bucks. I know Mrs Morgan and Mr. Rowell wanted her gone. I believe Carpenter was the third vote.

Being positive you can argue she did a good job. She stayed on top of things. She straightened out the mess in the water department and collected a lot of past due accounts even though it pissed a lot of people off. I didn't like the way they treated Irby Laney but I understand why they decided to charge him. She made sure we were represented on all of those committees and regional, area and state programs. She got us some grant money we weren't expecting. She helped promote the town. She worked hard to get us state funding (and possibly low interest loans for infrastructure improvements. Amanda was tough. She made a lot of people get their asses to work and quit lollygagging around. I've even seen Frank back off around her a few times.

On the negative side that style of leadership grated against the "Mayberry attitude" that people still have in Marshville. Mrs Morgan kept saying Amanda's leadership style was "abrasive". Maybe it was. She didn't put up with any crap which I liked but the way she told you was kind of like a drill Sargent. She told my neighbor to clean up his mess or the town would do it and put a lien on his property to pay for it. She had some kind of problem with the police department. I think it was the way they handled traffic tickets or something like that. You might remember they were handing them out like aspirin for a while and then quit all of a sudden. I never could get the straight of it. They won't make that public so we may never know.

Let me clear a few things up about your post there PawPaw. First, she goes March 31 the LATEST. After that she gets 3 months more of pay and benefits. About 15K.
Second, she CREATED the mess in the water department. There was a small issue with the meter reader missing some readings and the lady in town hall estimating those meters. The town didnt lose any money, in fact the town was overpaid by many accounts.
Third, she disrespected Laney and lied to his face several times by saying it would be worked out since it was common practice for thirty years and there had to be some validity to his claim. The new council will address this issue soon, not forgotten.
Fourth. Committees? Programs? The town was always represented on all the committees they are today, thats the job of the manager and all past managers went to the same meetings and committees. Small Town Main Street was brought to Marshville by the last manager, James Bennette, and it just landed in her lap, wonder how it settled there since Mark Trickwick is always sitting in her lap.
Fifth. Grants? The town has NOT recieved one single grant since she arrived. Loan interest loans? We dont want to borrow money so she can raise taxes AGAIN to pay for it.
Sixth. Frank backed off because he didnt brush his teeth that day and ate too many collards and had gas, REMEMBER?
Seventh. About your neighbor, I can believe that she was disrespectful to him and probably used the "F" and "GD" words as well.
Eight. Tickets? I heard that she wanted to bring in more revenue everyway possible, water, trash, sewer, taxes, so I guess with a kick in Carls a$$ to get his guys to ticket everyone for a month.
Clear now PAWPAW? Anything else you need cleaned up?

Why can't we get someone in there to help make Marshville presentable so we can get decent businesses and stores here? I get tired of having to drive to Monroe where it is always crowded. I liked having Moores here. I know we probably will never get a Walmart or Kmart or Target, but it sure would be nice. We also need different places to eat when we are running late and don't have time to cook supper.

Lets look and see what Marshville can offer a new business.
Could it be a town manager that is anti-business?
Could it be a town manager that said christmas lights cost too much?
Could it be ridiculous water and sewer fees?
Or possibly the biggest tax increase of the century?
Who would come to a town with such management?
