When someone tells you what and what you can't have on your property it infringes on your civil rights. What EL association does can be compared to communists.

The HOA in Elizabeth's Landing is strict. Its simple , if you want your neighborhood to look good , you need strict rules. If you want your neighborhood to look like garbage , you can move to a neighborhood with less strict rules. Just look around and you will see what a difference it makes. Elizabeths Landing is well kept and it looks good , this is thanks to the HOA and its strict rules. Look at nearby neighborhoods of the same age (1980's) and you will see grafetti , broken and missing signs , trash , trash cans in front yards , siding missing , mismatched fences , cars parked in yards , broken sidewalks etc... These types of things don't happen here thanks to our strict HOA rules. Some people like it this way , others don't. If you don't this is not the place for you.

Wow, I just stumbled onto this site when I searched on my neighborhood Elizabeth's Landing. Duane, take off your board member badge sir! I read all of the posts on here, and you obviously don't get the picture.

By the way, you just described about 5 houses on each Harbour anyway -- trash, trash , trash cans in front yards , siding missing , mismatched fences , cars parked in yards , broken sidewalks etc --

I am fine with all rules and I would like a nice clean community, but that is not here. We PAY to live here, that is right PAY. But you know what board member Duane, I don't feel like we own our home and that completely sucks for lack of a better term, sir.

I think this community looks like sh*t, even the manager's office puts trash out early, but they'll fine you if you set yours out a tad early.

Walk the dog with a leash? No, the President lets her little rascals run free.

Financial Income Statement? No...you know what we received when I asked for one??? The budget, with the words...and I quote "we are about half way spent throughout the year." When I ask for the Income Statement, I expect to see a budget versus recorded expenditures, and maybe a forecast for the remainder of the year.

Duane, how do you account for that?

Dues , you may be right about certain areas of the neighbor hood not looking very good , I was refering to the main road , as that is the only road I use. It is very well maintained and looks good. I don't go into each harbor , so maybe they are not so nice.
However when I go to nearby neighborhoods and drive thru their main roads it shows they don't take care of thier property very well at all.
I am not on the board so i don't know about the financial income statements. I , like most who have posted here , have had some not so very good experiences with the management as well. They are not always the most pleasant people to deal with. However they do a good job of keeping the neighborhood looking good and maintaining the common areas etc... I think most people are annoyed about how picky they can be about inspections and issues related to each unit. I have had a couple issues with my inspections which I feel are also a little bit out there. However , if it wern't for these nit picky rules , this place could wind up looking like Baltimore City or West Virginia.

I have never had a problem with Diane. When I call her about something she always addresses the issue or calls me if it can't be resolved. As for our President (Beth), I think she is a BIG waste of time. When we first moved to EL Linda Brady was the President and things are alot different since she has left. Since Beth has taken over I've watched our tidy neighborhood turn into a place where trashy people reside. There are kids toys out front of peoples homes, basketball hoops in the road, tons of people who can't take 5 seconds to bend over and pick up their dogs poop when there are station located throughout the neighborhood, etc. Next thing you know you'll be able to have your car up on blocks! Our last President would ride through the neighborhood everyday, but I've never seen Beth. Please tell me, what does she do? Maybe we should give Diane a break and hold Beth responsible.

On a certain level, I do agree with you. Overall the community is cleanly, compared to similar areas. The main road is clean.

I just get an uncomfortable feeling when by law, we are allowed to review the budgets and financial statements -- especially the financial statements with expenditures. A budget is nice, but the real meat is the finances and what is actually expended.

The management is very unpleasant, even when you are just asking a simple question, its comical to an extant, but then you think about it, and realize they were getting fiesty over something so silly.

The rules in place for keeping your house cleanly and inline with the inspections, I am fine with. Certainly, I do not want to live next to a run-down house. But its the process that I have more of an issue with.

Other than let her little dogs run around WITHOUT a leash and yell at people, I am not sure what the current President does. She is quite the sight. I don't think she can legally drive, at least she shouldn't.

I don't share your sentiments of Diane Gersham, but I do respect what she does to an extant. She probably has to put up with a lot of crap. But, that doesn't give her the priveledge to treat residents that follow rules like little vermin. When called upon to take action, she is quick to decide to make no decision and all call things 'neighbor to neighbor' issues, or cite the rules, which she has interpreted incorrectly at times, and contact her brother in law for his alleged plumbing expertise.

I just went under contract with a house in EL...and now I see this!? whoa! I hope it isn't too bad...seems like as long as I keep my mouth shut and get everything approved by the board, im good...correct me if I am wrong! Thanks

I have lived in EL for 5 years now and I love the community. However, in stumbling upon this forum today I have to post.

The woman at the EL HOA office a hag. She's never at her desk when you call. Its 2010. Get this woman a cell phone so when I call I don't have to leave yet another voicemail to be called back to answer a simple question.

Like everyone else has said, the things they ask you to fix each year are sometimes quite ridiculous, but I get the point. However, because they ask for the tinyest little things, its gets kinda stupid sometimes. So, personally I just ignore the letters. Eventually once they have enough things on the list, I will take care of them.

Regarding the items they want fixed, you don't "HAVE" to get them done, however when you go to sell the house you will be required to have your house up to date according the their code. So...its kinda in your best interest to keep somewhat up to date.

They are fantastic at getting the snow removed btw. When we had the 4 feet of snow this past winter, they did an excellent job of getting it cleared out.

As for this president, I have no idea who she is. If she's some old blind chick, maybe she's the crazy asian i've seen wandering the streets before. No idea.

i lived there for ten years. born and raised in pasadena. sadly, it is becoming an extension of brooklyn. the crime in the summer will be on the rise in there and the police will do nothing. the association will do nothing. they say they have off duty police patrols , but all they do is sit there at night ,lights on in the car, headlights on, and sit at the farm house handing out tickets for not coming to a complete stop at a stop sign, meanwhile, your cars are being stolen and broken into, your house vandalized and broken into. but hey ,that is everywhere right? make sure your stuff is locked and make sure you have an alarm system. also, keep crimereports.com bookmarked so you can see what is going on. i moved in december 2009. i live in peaceful carroll county.very happy i moved. oh yeah, and diane is a pill. she is nasty and snobby. she is above all of us. never forget that when you are bowing at her feet to pay the hoa. as for snow removal.ha!!!!! cobscook harbour should be renamed to ..forgotten harbour, that is unless your days are late

I've lived here for 28 years. In that time, I've seen both good and bad HOA management. Right now it's bad, but I assure you that will change with the passing of time. Use your proxy if you can't or won't attend the meetings. Perhaps electing an official is a shot in the dark, but it beats doing nothing at all. And remember, the manager's position is a HIRED position - not a dictatorship.
With enough complaints to board members, this could be changed too.

2 arrested in spree of car tampering
PASADENA - Three people were charged with tampering with vehicles in a Pasadena community early Saturday morning, county police said.

Police were called to Elizabeth Landing at around 5:20 a.m. for reports of two men and a woman tampering with parked vehicles. Officers found the trio on Marblehead Way, and a witness identified them.

Police said the suspects were in possession of stolen property, and other items snatched from cars were found nearby, including Apple iPods.

Corey Sawyer, 19, of the 200 block of Meadow Road in Pasadena, Eric Douglas Markley, 18, of the 8000 block of Rugby Road in Pasadena, and Brittany Marie Kelly, 21, of the 8000 block of Arbutus Road in Pasadena, were each charged with theft and tampering with motor vehicles, police said.

IVE LIVED HERE FOR 12 YEARS, THE MOST COMPLAINTS COME FROM THOSE WHO DONT WANT TO GO BY THE COMMUNITY RULES AND REGS YOU KNOW THOSE BEFORE YOU MOVE IN UNLESS YOUR A RENTER AND IN THAT CASE YOU REALLY DONT CARE,ALL IN ALL NOT A BAD PLACE TO LIVE.

I have to aggreee with all these posts. The ELCA does nothing at all except take your money and maintain the main road. They did a real poor job with snow removal except the main road was clear. I put in a complaint asking them to clean up the woods behind and next to my house which were full of litter which kept blowing into my yard. They told me that since the woods were only half owned by them there was nothing they could do. They actually sent a guy out he cleaned up a roughly 10 foot by 10 foot area! I had to go clean it all up myself which i would not mind doing but the idea is that we pay them $90 a month and they do nothing for it. The person I bought my house from was dying from liver cancer and was very close to the end of his life. That old woman laid into him about the most ridiculous things like his door knob and vines in the woods and minorly faded siding. She really berated him right in front of me you would have thought he stole from her or kicked her dog or something. I would not have believed it but I say it first hand I mean this guy was as yellow/green as you could imagine he ended up passing away a week later and she is going to berate him over this petty stuff. Another example of them doing nothing for there money is that I wrote to them to complain about my neibor whos dogs bark all night long. They never even gave me a response. All in all this is a nice community and the people who live here are all friendly and for the most part neiborly(except for the dogs) but the ELCA is a joke which does absolutly nothing for the money we pay them and their finicinal statement is a joke. My parents have a community associtaion they have pig roasts, bands on the weekend at thier hall, events for children like moon bounces and pony rides and skate events, crab feasts and so much more. Dont expect anything like that here just expect to give them your money and get nothing for it. ECLA is a joke.

All HOAs are about power and control. We lived there for several years, the Board used to "ask" for input but never implemented any outside suggestions; little hitlers would go around with clipboard and whistle, looking for things which they could use against the homeowner.

Does anyone have a full list of these all powerful 'Board Members' and other officers, with contact information? I thumbed through the ELCA Policies and the set of documents that is some 100 pages in length, but it doesn't contain any detail about who is actually running the show except President Benedict and the aforementioned in other posts, Diane Gersham (manager).

I agree with "Afraid of Retaliation," too in that there is very little done by the Association for what we pay overall. The financial statement is really nonexistant, it was a joke to say the least. As a professional finance person for mid sized company, if I ever submitted a financial statement like that, I would be berated and quickly removed from said company.

In addition, there is little done by the community in regards to thank you's or social gatherings, many of the surrounding row-house communities have a lot to do for their residents. I am not asking the ELCA to find me some friends, but how bout a cook out at the barn house in the summer or something. Or atleast if they don't want to hold social affairs, why not a new play ground or something for a large percentage of the residents to use.
