No Charges Yet in Boat Accident Involving Dwyer

Although it's been more than a month since Delegate Don Dwyer admitted to drinking on the night of a boat crash on the Magothy River, no charges have been filed in connection to the incident.

Why? Wouldn't the average citizen have been charged? So if you are a politician you can break the law and have no consequences?
