Budget problems lead to layoffs in Montebello

I say we open up a strip club in the south end of Montebello. We can then invite all the local mayoral manyacos and fricky dicky councilmen in the southeast areas to patronize the club. We recruit all the local pirujas and drive up the tax base. This just makes good economical sense to me. It will be like South Gate's Ft Knox but in Montebello.

Bill Molinari statement is the biggest lie I have ever read. Bill Molinari knows very well what the real truth of the matter is. The previous majority (Bagwell, Lopez-Reid,Siccama) were the ones that should be blamed for the deficit. Actually there were 4 Directors from different departments that were prematurely terminated because of differences and ego's. These lawsuits cost the city thousands of dollars. Then here comes Bill with his good friends Rosemary Torres and Mike Torres filing lawsuits against the City on the trash issue. Then here comes the trash haulers challenging the Referendum at the Courts and again costing the city thousands of dollars defending their position. Thank God we got the money from Athens of $500,000 otherwise imagine where we would be. I believe that Richard Torres evidently knew exactly how the money was received and spent. Maybe we can get Richard Torres to come back and give us the complete low down of what has transprired over the last 8 years. Remember Bill Molinari has been sitting there for 25 long years. Now he is trying to blame Vasquez, Urteaga and Salazar for the Deficit. Shame on you Bill. I think the people should ask for all the information regarding the litigation has been going on for sometime at City Hall. I think the community is entitled to know. Bill along with Norma Reid and Jeff Siccama was the cause for Kathy Salazar receiving $l30,000 - nobody is to blame but them. Again the litagation that took place cost us citizens thousands of dollars to defend the City's position. I rest my case. By the way 42yr.Resident - you are not telling all the facts as they are regarding the Stimulas monies available. I am sure that while an approval was made for the Arriola residence back in 2008 there was a condition of there was money but I am also sure that there were and are many other places in this city that are in much worst shape then the front of Mrs. Arreola house. This was Bill Molinari's request to Norma Salinas to put this in front of any other work to be done and she did. Why because he is the Mayor and if she didn't do what he asked her to she would get fired. Also the Arreola's have been very active and are being used by Bill Molinari for his benefit and this was the payoff they received from his orders not his pocket book but from the communities pocket book. That Stimulas monies were given to us the citizens for our streets to be improved. So don't try and act like you know it all and only you can give facts. Also about the Scoreboards Baseball Mom was right - that should have been the priority instead of the Arreola's sidewalk to be fixed. But like someone else said since it wasn't Bill Molinari idea its not a priority. What a shame - the kids are last in Bill's book. I am sure that by now the scoreboard's should have been installed if they had given the order right away. Its been several months now so has anyone given the order to purchase or is it still sitting at Norma Salinas's desk. What a joke these people are. Also let's know forget the $5000 bonus Randy Narramore gave to the employees when Lopez-Reid, Bagwell and Siccama were majority. Also the 10% increase that Richard Torres gave all the employees one 1 1/2 years ago
since the employees had not gotten a rice. Then the millions of dollars overtime by the Police and Fire Department this last year. Supposedly it was going to be controlled - what happened?

It was only a matter of time before this happened. It is due to year's of fiscal mismanagement. Unfortunately, the ones that are suffering are the ones that had no say so in all those year's of spending. I do think that it is wrong not to touch the Police and Fire people. They need to step up to the plate and either take a cut in pay or pay for their wonderful retirement benefits. If you look at the City budget, the majority of the money is spent on safety personnel. They don't want to give up anything because they have had it good for so long that they have gone out and bought expensive houses, cars, boats, motorhomes, etc. Most of the police and fire people make well over $100,000 per year. I don't think that the average taxpayer in Montebello makes even close to this amount. Police and Fire need to help with this budget crisis since they created it with all of their year's of negotiations whereby they get whatever they asked for.

Money in reserve is inreserve you do not spend it on day to day operations.

The problem is that Kathy and Urteaga brought in ace whiz fixer Tricky Nick Pacheco to FIX THE BUDGET. That's what he worked on while he ws assistant City administrator.

Instead of makaing any hard choices Urteaga and Pacheco covered it up with smoke and mirrors.
Spent the reserve fund, dipped into the self-insurnece fund-all kinds of budget tricks.

Now the citizens have to pay the piper for the gang of threes dirty deeeds.

Another city in distress and blaming the economy. Police and Fire are no joke. A very sensative subject. Although I agree those services are very high in need, they would not suffer from a reality check. I.R.S. has recently been auditing like crazy. The county of Los Angeles and various other municipalities. They have found some disturbing issues. The city should look into accessing all positions, from the very top to the low. I'm sure they'll find a good some of deligators who like sitting on their behinds and let the less fortunate due all the work. Again, reality check is what's needed.

And just wait until the descrimination lawsuit by former and current police officers is settled or goes to trial. The city will be close to going under. Looks like contracting out police services might actually be cost effective for this city that's in such bad shape.

Actually our MPD are some of the lowest paid municipal officers in the area. I think alot was spent on useless equipment. Have they ever even used the black armored tank truck or the massive command center?? Do we need a helicopter in a 8 sq mile city? How much did these toys cost?? I also notice alot of old police cruisers. Did they buy and not lease?? Expensive decision. The Fire Dept is another story. They are paid very well. However, it is well deserved as they are considered one of the best in the state. Although expensive; it is private services that make a city stand a step above others, contributes to a good quality of life, keeps property values high and attracts business. County services should never be an option.

Trash Talk - get with the program. This has nothing to do with Urteaga and Nick Pacheco. It has to do with mismanagement and mishandling of the budget for years. Don't you understand that this deficit didn't happen overnight. While Richard Torres was City Administrator he never led on to anyone that there was a l.l million dollar deficit. This should have been addressed before he left. He handled that position for so long and I am sure he knew about this problem we are in. I know for a fact that the Urteaga, Salazar and Vasquez and Molinari kept asking him for an Audit several years ago and until recent and there was always a reason for not doing it. I also know that he was asked for a line item budget hearing and that did not take place either instead he left and never did either of the things he was asked to do. What a shame this has happened to our City. I agree that we have to lay off police and fire men to help us from becoming bankrupt. This is the biggest part of our budget. Remember when Randy Narramore was with us the last time, he ordered new trucks, they bought equipment for the fire and police dept. I still don't know where that money came from but that money should have been put aside for a rainy day like today.

so montebello is in the red. How much did they spend on wrapping those ridiculous lights on the trees on Whittier Blvd. On the billboard signs at City park? On useless items to dress up what the rest of the valley jokingly calls "bridal Alley". On Whittier Blvd itself. Several million dollars spent to upgrade Whittier Blvd and after that THERE ARE STILL NO LEFT TURN LANES. Money spent on these pet projects would have went a long way. Tell the council "Stop trying to immortalize yourselves putting up useless monuments and decorations at the expense of the workers (now 5 less due to layoff) and spend the money where its needed.

By the way I know how you can get over a million dollars right away on the general fund. Take the 10% increase away from all the employees that was given to them by Richard Torres. That decrease in pay would certainly help to not have a deficit. Also no overtime allowed in the Fire and Police Dept. By the way there is a total of $4million overtime in the Police and Fire Dept. Thread #l2 with no name - you are so ridiculous in what you are writing. All the things you mentioned about the lighting on the trees this was not general fund monies spent it was special funds, Whittier Blvd. revitalizaton project was not general funds monies so you don't know what you are talking about. Bill Molinari wanted his $l,000,000 cameras to combat graffitti and insisted on this and this came out of the general fund.

The problem with Montebello is not that is spends too much, but rather it does not utilize it uniqueness to generate more revenue. It has not progressed.

Who broke his promise of bringing in a supermarket to the south side of our city in the past? BILL!
Who has not kept his promise of revitalizing Whittier Blvd which would bring additional tax revenue? BILL!
Who is against this past rubbish contract that gave the city $500,000.00 free and clear? BILL!
Who is against the same rubbish contract that will bring in over $3,000,000.00 over the life of the contract? BILL!
Who is against Eminent Domain, which would let the city buy the properties at fair market values so that we can compete with other towns? BILL!

Sir, you are ill informed. Monies for the things you described do not come out of the general fund. The things you just described either come from CRA (community redevelopment agancy) federal funds or other grant money that is given to the either by the federal government or state and may be used solely for the purposes they determine.
none of the things you described came from our general fund.
