Define affordable housing!!!

Is this housing currently covered under sect 8, which has increased to $600.00 per month?
Is it apartment-style housing that the citzens of Accomac will have to maintain?
Is this low-cost incentice singlefamily houses that can be resold down the road at market-value?
Will there be citzen requirements that are strickly enforced?
