There is a Native gaming commission. does anyone know how to contact them? perhaps through the Bureau of Indian Affairs. Or you could contact the state regulatory commission. They should have a hand in overseeing casino revenues.
collecting signatures to oust the GM. even if he has a contract, if he violated even one term of it, you can break it.

Tribal recall fails

By Joan M. Travis
Wednesday, November 21, 2007 4:48 PM MST

The effort by tribal members of the Colorado River Indian Tribes to recall all nine members of their council has failed. Citing denial of communication in council meetings, conflict of interest on the part of council members and not knowing the financial standing of the tribe were major factors of the recall.

When the group went to get petition packets from the CRIT Enrollment Department, they were told each petition would have to have a minimum of 892 signatures by "qualified voters" of the Colorado River Indian Tribes.

The definition of qualified voters by tribal officials was competent members of CRIT over the age of 18 years, who were registered to vote in the 2006 regular election.

Coalition members believed only 318 signatures were necessary for each recall petition. Sylvia Homer told the Pioneer back in August "at least one-third of the number of voters who were registered for the last regular tribal election would be needed."

She said 955 tribal members voted in December 2006.

Tribal Secretary Welsh-Tahbo told the coalition 2,675 "registered voters" were on the rolls at the last election.

Homer told the Pioneer tribal members get "registered" when they are at the polling place. She said a tribal voter signs in before receiving a ballot.

"This is just a road block which goes against the Tribal Constitution. Whether it's 318 signatures or 892 signatures, we are going forward," Homer stated.

It is the first time in CRIT's history that all nine members of the council were recalled at the same time. Facing the recall were Chairman Daniel Eddy Jr.; Vice Chairman Eldred Enas; Secretary Valerie Welsh-Tahbo; Treasurer Daphne Hill-Poolaw; members Dennis Patch, Fernando Bo Flores; Herman Laffoon Jr; Dennis Welsh Jr.; and Richard Armstrong.

The Petitions to Call a Special Election for Recall forms were submitted on Aug. 29; each included a general statement for grounds for a recall for each member of the Tribal Council. The forms were submitted to the CRIT Enrollment Department. Each council member had the opportunity to respond to the charges.

The Coalition received the petitions back on Sept. 19.

The deadline to hand in the petitions to the tribal enrollment department was on Oct. 29, which the Coalition did not do.

A spokesman for the CRIT Coalition, who did not want to be identified because of possible job retaliation said, "We didn't run out of people to sign the petitions, we ran out of time. We were short by approximately 10 signatures for each of the petitions."

The organization also tried to start two referendums regarding per capita payments and the tribal tax code. There were three attempts to submit them to the tribal enrollment department and they have been refused by Enrollment Officer Rochelle Booth.

According to Homer the last referendum was passed when Carla Patch Poole pushed the effort to have liquor allowed and legal on the lower end of the reservation.

"The people supported this effort and the tribal council took the action. There was also the referendum by Mamie Harper and Joyce Dick for per capita payments, which also was supported by the people. So it can be done and has successfully been done in the past," she said.

Tribal Chairman Daniel Eddy Jr. responded to the recall effort in the tribal monthly publication stating a possible recall would create political chaos.

He responded again to the failed recall in the tribal publication and stated he was "gratified, but not surprised, to learn that a sweeping recall effort against the entire Tribal Council had died for apparent lack of interest and support."

After the failed recall, Homer told the Pioneer the effort isn't over.

Homer said Coalition members appreciated the support of the Parker community, Indian and non-Indian

THANK YOU -[BH]-!
THE GROUP IS WORKING ON THE NEXT ATTEMP TO GET THIS ISSUE ON THE BOARD.
IT IS A LONG PROCESS-[ BUT WE LEARN FROM OUR MISTAKES!
-[FEDERAL GV IDEA-[ I LIKE THIS APPROACH!
I WILL RECOMMEND THIS W/ VIGOR.
I WILL KEEP IN TOUCH!
start with the bureau of indian affairs. if no luck there, try the feds. use your phone book. call the federal assistance line and ask which branch of the government that will be most helpful, and call them. every person you speak to that is helpful in the smallest way, get their name and extension so you can go back to them if you stall somewhere down the line. buy a special notebook and begin taking notesd with your first call. log every number inside the front cover, makes it wasy to check and see if the number someone gives you is one you already tried.
this can be a one man job, but only if the one man is dedicated. if you have help, make time for regular meetings to compare notes and further your strategy. if all your efforts fail, let me know and I'll see if we can find another way.
above all else, kepp me posted. I will watch this forum for posts from you. it's pretty quiet around here now anyway. don't worry, i won't lose this thread. I have it on my favorites list and only need to point and click and I'm here.

THE LOCAL NEWS PAPER FINALLY POSTED THE COMMENTS.

I DONT KNOW IF THERE WILL BE A RESPONSE AS OF YET!

The following are comments from the readers. In no way do they represent the view of parkerpioneer.net .

" take the grevience to the federal government, then you don't have to follow tribal protocols. gather all the signatures you can and submit them with any and every grevience you have, especially the monetary ones. nothing grabs the feds attention like cash flow. PUSH, Fight, yell and scream if you have to. "

The council and the Enrollment give the Coalition the run around by playing word games with them. They confused being registered with CRIT and being registered to vote on the reservation which has never been a requirment. Only that we were members of CRIT and 18 years of age. Using the council and the Enrollment's deinition of "registered," the Coalition had to get a percentage of the CRIT membership rather than a percentage of tribal voters in the last regular tribal election. Sneaky as hell and they got away with it. All the more reason to show them the door in the next election. For them, no excuses, no second chances--no nothing. Enough is enough. We've had it!!!

I tried to post on the Coalition's web site this morning but it wouldn't post. Are they redoing their page? Starting the first monday after the newyear, i plan to post every monday and maybe on other days. It will have to do with our tribal government for the purpose of the coalition's hopes alive. We cannot the issues go away and let them be buried by the council. I'm going to do my part to keep it alive and I hope there's many more of you members that will do the same. We can't let them getaway with it. Keep the pressure on!!!

About the members living at the 100 homes, I don't want their names, I'm just want to know if they are moving up from having to live there. I understand and agree with the concern you have in giving out names. Thanks.
