Noticed our Current City Manager,(Carruth), has been Manager of 4 different Cities in the past 20 years, Brownwood, Dangerfield, Hillsboro, and Prosper. Is that amount of job change normal? Was he asked to resign at any of these Cities? Wonder if he would be eligible for re-hire by any of the above Cities? DOES ANYONE KNOW?

It seems that I remember something about Prosper. Hadn't he already lost his job in Prosper before Paris hired him?

are you sure about those figures? he has been here since mid '07. so according to your figures he had 3 jobs in 2 years????

Isn't this the sort of thing that our city council should have checked into before someone is hired. If these things were not looked into, the problem is not with the current or former city managers. The problem is with the vetting process, which reflects directly on the city council. It's a little late to start checking references now. Just saying.

Kevin Carruth, who has been named a finalist for city manager in both Paris and Hobbs, N.M., was brought in Monday for another interview in the New Mexico city, whose city commission is close to ending its search.

Hobbs, like Paris, has a population of about 28,000. Its manager, Dan Dible, is retiring next April.

"I thought the interview went well, although you never know until it's over with," said Carruth, whom The Paris News contacted by telephone Monday night.

Carruth, 41, who has 11 years experience as a city manager in Daingerfield, Hillsboro and Brownwood, said he was unsure of what today would bring in developments on the Hobbs job search. Two more finalists from an original field of 43 applicants were to be interviewed today.

"They weren't clear on what the timeline would be," Carruth said.

It's more than 500 miles from Hobbs to Paris, but Carruth said he would be in Paris for his scheduled 3 p.m. interview Wednesday with the Paris City Council.

Freeport City Manager Ron Bottoms, 48, is slated for 1 to 2 p.m., and former

Paris City Manager Tony Williams, 60, is to interview with the council from 2 to 3 p.m. All three interviews will be behind closed doors.

The council is expected to remain in executive session and emerge at some point with a job offer for one of the three.

Carruth's stock rose during the process of council members' telephone calls late last week to cities where he has worked as a city manager, including his current 60-day assignment in the fast-growing Collin County community of Prosper.

"I talked to someone at the City Hall in Prosper who said Carruth has done everything right there and that they regretted he would not be there much longer," one council member said. Carruth's two-month duty in Prosper ends next week, but he was asked to stay on until a fulltime manager arrives in mid-August.

"We have made a lot of calls, and we have heard nothing negative about him at all," another council member said.

After the Brownwood City Council forced him to resign last December, supporters filled City Hall to argue in vain for the city council to keep him on.

Brownwood citizens then sought to recall the entire council. The recall effort failed, but all three incumbents who were up for reelection were defeated by lopsided margins in May.

"We were very thankful for the support from the employees and the community," Carruth said. "This line of work, those kinds of things can happen."

Carruth is a native of Lubbock and a graduate of Texas Tech, where he got a bachelor's degree in English and political science before getting his master's in public administration from the University of Houston. He and his wife, Shawn, have two children.

How mant city managers has Paris gone through in 20 years ? The problem might not just be who they hire. It might be in the ones doing the hiring.

The answer is 3. Malone, Williams, and now Carruth if not retained. Others were temporary only unti a permanent one was hired.

Yes, he was INTERIM manager in Prosper, so that isn't the same.

The number of managers that Paris has had in the past 20 years is skewed by the tenure of Malone. The better way to look at it in my opinion is that Paris has had 3 city managers in less than 8 years and the city council has fired all three, yet hmm they hired them too. Let's blame the employee and not the employer, fault couldn't possibly be shared now could it?

Really, only one. The only one who was a manager was Malone. He was the manager the last time anything worthwhile was done. That is why he lasted over 17 years.

Regardless of the individual talent of the employee, if higher management creates a hostile work enviroment, and is constantly unappreciative and unsupportive the quality of work will go down below the expected levels set by management. Self fullfilling prophesy.

In this case, Carruth was screwed before he ever got started because of the attitudes of the Council. Although mostly likeable, we have some members still trying to fill some pink shoes left from days gone by.

Sadly it seems to be the nature of the beast in Paris.

There is some truth to what you are saying, although Carruth is being fired because of his inability to get anything done. The pink man is very involved in this as he has been in the past five years. He only slowed up briefly when he got conned out of all that money in the great plastic railroad tie scam.

What were the circumstances that Malone became city manager? Correct me if I am wrong but I don't think he had any prior experience in this area.
