TO: Mayor & City Council
FROM: John Godwin, City Manager
SUBJECT: LAKE CROOK DEVELOPMENT
DATE: January 18, 2013
BACKGROUND: One of the projects we have discussed a couple of times in the past, and which is included as an objective and work task in the draft strategic plan, is planning for development of the city's property on and around Lake Crook. In addition to the city's water treatment plant on the lake, and an underused city park facility, much of the land there is currently leased to Archers for Christ, a local organization that promotes bow hunting from October through January.
STATUS OF ISSUE: Mayor Hashmi wishes to make a presentation to the council on a possible major development on the lake, including a means to get the lake dredged, thereby making it much more suitable for many boating uses. Alan Efrussy and I will be working to draft a development plan, which at this point would likely include a planned development (PD) zoning district that would allow and promote appropriate mixed uses, including various residential types, municipal facilities, trails, some retail and restaurant, and probably professional office.
Once a plan is prepared and adopted through zoning, we can market the area to potential residential and mixed use developers.
BUDGET: NA.
RECOMMENDATION: Discuss project and provide direction as necessary.

City Council Meeting Tomorrow Night at City Hall .......Item 16-DISCUSS AND ACT ON DEVELOPMENT OPPORTUNITIES AT LAKE CROOK.(See item and description below) They are going to Rezone LAKE CROOK .........Look at how the article minimized what Archers For Christ is and does........Please show up and support Archers for Christ Paris Texas..........The Land is used Jan-Jan (see tournament schedule below) ALL YEAR and Archers for Christ Paris Texas is an archery Club and a 501 (c) 3 organization that has built a relationship with the businesses in Paris as well as the Outdoor Education Programs in the Public Schools in Paris. Archers for Christ Paris Texas also has bridged the Gap for ASA Pro Am Shoot in Paris as well as the State ASA and TBOT organizations that bring archers into Paris that local hotels and businesses generate lots of revenue from.........Come make a statement with AFC at the meeting at City Hall Monday January 28th, 2013 @ 5pm.

If you look at the agenda for The City Council Meeting says this a discuss and act ......which means they will vote on the rezoning tomorrow night and when they do property taxes will quadruple for the homeowners in the areas around the LAKE CROOK Property.

The Skeet Club and the Gun Range are on the same property, it does not say anything about those organizations..........IS the City discriminating against this Archery Club?

Wrong property taxes will not quadruple. They can't - unless property values increase and if they do the taxes should quadruple.

Will be glad for Archer's to lose the property. The city owns it - which is all of us. Archer's have no trespassing signs everywhere. Citizens should be abe t walk the trails - not hunt but should be able to enjoythe scenery. At least when hunting season is not going.

It will be rezoned...that is what will change the property taxable value

the no trespassing signs are required by the city, and the lease agreement outlined by the city

Simply rezoning does not increase property values. Property value has to raise too. If it does then the residents should pay their share. Period. If you own a property worth 50000 and it increase to 2ooooo then you should pay taxes on that value. The sigs only showed up a little over a year ago. AC has had the lease many years - why the change? I believe it is AC and nothing to do with the city other than they grated permission. I hope it passes it is such a waste that a few AC people get to enjoy but most citizens can't. Bring it on. Hooray for the city!

You can look at the city lease requirements for those AFC'ers in city 's lease agreement.And you can see from reading the posts that it will not go back to the public, the city is going to sell it and develop it

The no tresspassings are required by the lease agreement with the city, just like all other leases. The AFC has posted them to help with illegal poaching that goes on. AFC has brought a lot of positive attention to Paris and lamar county thru their archery meets.

And they still could - just hopefully will have to find another rent free property and keep people off of that too. I have never seen no trespassing signs on leased property - not a legal requirement

Question why does Archer's need 18 hundred acres to to perform a tournament & why cant the general public go out there to enjoy hunting fishing bird watching etc. since it is city property?

Maybe The Skeet Club and the Gun Range don't mind the citizens of Paris Texas using Lake Crook and public property as it is meant to be used

I wonder this myself. It really upset me that Archers for Christ closed off the boat access at the creek entrance. I've lauched my boat from the bridge for 30 years, but now A4C deems that section of Lake Crook their own personal property. They've blockaded the boat entrace with fence posts and NO TRESSPASSING signs. Even if the property was private, the lake is still public waterway.
