If your stats are correct about blacks, why did all those Southern states go for Romney when these states have the highest percentage of black voters?

Here is something to think about. The blue states support the red states.
EVERY RED STATE except Texas, 23 of them take more from the Federal Government than what it contributes to the Federal Government.
The 8 exceptions for the Blues is New Mexico, Maryland, Vermont, Pennsylvania, Ohio, Iowa, Maine, and Hawaii.
So now tell me who the takers and the makers REALLY are.

How many of these states are Blue States?

You need to look at the report you cite. There was a report using 2005 numbers that tried to make it look like red states received more from feds than paid it. However, that report included all federal monies spent in a state. That included defense spending, social security, and medicare. States with large military bases or retirement populations showed more received. That included Washington DC which was the largest receiving more than paid in.
California faired well. People paid into social security while working there. They received their benefits in lower taxed states like Florida and Texas.
