Stovall told the group of residents that beginning in 2013, the department would deploy a new street crimes unit to high crime areas on foot to take back the streets.

"[Police are] going to be in SWAT gear and have AR-15s around their neck," Stovall said. "If you're out walking, we're going to stop you, ask why you're out walking, check for your ID."

Stovall said while some people may be offended by the actions of his department, they should not be.

"We're going to do it to everybody," he said.

"They may not be doing anything but walking their dog," he said. "But they're going to have to prove it."

Gaskill backed Stovall's proposed actions during Thursday's town hall.

Who cares if people get upset. This should have been done a long time ago and they need to do the same for people out driving late. Criminals have too many rights these days.

How does one prove that one is really walking their dog and that that isn't a front for something else? I mean, really? That's impossible to prove. I though we had a smarter police chief than that.

I think it's a great idea. I can't wait. I won't have any problem showing my id or letting them know that I am just walking my dog.

A citizen walking down a public street has no obligation to converse with an agent of the government.

It's only a matter of time before an overzealous police officer arrests someone for refusing to produce their papers or otherwise fails to kiss ass on demand.

Then, a million dollar lawsuit will be filed against the city. It won't be long until lawyers representing the city tell them that unless they want to lose a million dollar lawsuit every year, they need to change their policy.

Then, things will quietly get back to normal.

see when u provide ur id it has an address on it. how far away do u walk ur dog from ur address? if u dont have an id then u could be here illegally

If it gets back to normal there will be nothing quiet about it. Normal in my neighborhood is all the punk thug guys walking up and down the street all hours of the night cussing and yelling. They steal everything that isn't nailed down (even cars). They fight in the street, stand outside their apartments ALL THE TIME watching everything everyone does while cussing and yelling in front of my children and everyone else's. The poor elderly man got murdered not too far away from my house. I shouldn't have to be scared in my own home. My children should get to go outside and play. With all that said I really don't want things to go back to normal. If I have to show them my id every time I walk outside, check my mail, get in my car I will do it if that is the price I have to pay to feel safe for myself and my children.

I always have my id, but I never walk my dog alone. There is always someone with me. I don't know how they go about figuring who belongs and who doesn't. I would think they are looking at people's ids to make sure they don't have warrants.

This country was founded upon the principle that we would rather let a hundred guilty men walk free than to send one innocent man to jail for a crime he did not commit.
Why don't you move somewhere else. You obviously don't value the freedoms our soldiers have fought and died for. Read a history book. Remember Natzi Germany... "Show me your papers!"

If anything has ever been taken or stolen from you this is a great comfort. The only ones getting bent out of shape is the one who have something to hide. As long as you are doing something honest they will leave you alone. Walking your dog five miles from your home does indeed sound suspicious. If you want to walk for exercise there are parks to do that. I have had my gas taken from my truck almost every night. I got a locking gas cap and the just popped a hole in my tank. More expensive than the gas so I took off the cap. I only put in 5 gallons in at a time to prevent them getting so much. It puts a dimmer on a emergency trip to Jonesboro or farther. With them patrolling the area I can fill my tank and not stress!! We have been broken into 3 times. I don't feel safe for me or my kids. Moving out of town only means more insecurities and more fear. Jonesboro isn't safe anymore. They have shootings, stabbings, and break ins regularly. So if your solution is if we don't feel safe to move, Suggest where to move to where it is safe???? The opinion someone will sue, is a true one because some one like you has the idea and pursues it for free money and wrecks it for the people it truly helps. If a cop on foot would have been close the elderly man might still be alive. If you think it is dumb you move to where your home is an open invitation to break in. You're the one against it and don't see the help it provides. Why should the ones who feels that it is necessary suffer your ignorance????

These people you say have something to hide are the people who value the freedoms that come with being a United States Citizen. If you want to have law enforcement patrolling the streets on foot in SWAT gear and AR-15s around their necks then go off to some communist country where you aren't allowed out of your house but to go to your government-assigned job and maybe to the store once a week. I bet that would make you feel "safe".

A military operation in little Paragould isn't the answer to fighting crime. The answer is to analyze information, follow leads, break up gang activity, and other venues which require higher level thinking. Unfortunately, we have a trigger happy police chief that just wants boots on the ground to use scare tactics to hopefully drive off the criminals. I've got news for you...criminals aren't scared of law enforcement. It will only make it worse for the innocent that get caught up in this mess.

Walking your dog with no ID... Class C misdemeanor -$500 fine and 30 days in jail (A.C.A. 5-54-102, A.C.A. 5-4-401, and A.C.A. 5-4-201). Sound like something you want to get caught up in? How about those that can't afford a decent attorney that doesn't back the actions of the police chief?

It's ignorant people like you who think that giving up rights for a false sense of security that oil the slippery slope to communism. There are other ways to deal with this.

How do you see that they are taking away your rights? You are ignorant. Carrying your id is a good practice any way. If you were hit in an accident you could be identified! Plus the new ordinance they put in act about not putting your trash out before 7am has never been enforced. You need a lawyer they have legal aid that will represent you. Plus you have the right to representation when being tried. We still have freedom. They never said you can't go out, or not to walk your dog. Nor was there a statement saying you couldn't walk 10 miles every night. Just carry your ID and dress in clothes that people can see you. Not in black like your about to break into something. I'm just as free today as I was last week and the year before that. I haven't given up anything. I already carry my ID with me. I don't roam the streets looking for trouble. What right did you give up moron? If you don't like it then MOVE!!! Paragould isn't as little or safe as you older people think. Look on KAIT8. We have stabbings, shootings, break ins, and beatings all over. Most of these are not in the news. When someone broke in and took everything I never seen it in the news. My tank being emptied. Never in the news. So I guess I'm the only one it has happened to.

well if your a thug here to make meth at franklin apt....or on 3rd street, you are probably going to be arrested. i dont mind showing my i.d. if it means i can put out yard ornaments and actually get to keep them, or keep the cd player i bought for my truck. its just a small inconvenience. and after a while the thugs and low lifes will get the message and get out of our town....THANK YOU POLICE DEPT.
