Pat Thomas resigned when a Deputy filed a criminal complaint against him and current Sheriff Jeff Davis with County Attorney and former Chief Deputy Lee Polikov. Polikov took the details of the complaint to the accused and they gathered the evidence to thwart the internal Investigation by the State Patrol. The evidence was "locked in a Captain's office" when the investigation took place. No evidence, no conviction. The Deputy was severely harassed by the Davis and had to fight Sarpy County in court for 2 years. He "won" his job back if you want to call it that, but I have questions. Why didn't Inspector Plank with the State Patrol get the Maintenance Department to open the door to that Captain's office? They have the Master Key!! Why was a State Patrolman appointed as the "new" Chief Deputy when there were plenty of fine Captains who were just as qualified? Finally, the biggest question of all is, Why wasn't Lee Polikov disbarred by the Nebraska State Bar for handing the details over to the accused? After all, wouldn't all people who are accused of committing crimes like the details of the criminal complaints against them?!?!? I would certainly think so!! Apparently that isn't how "things" work in Nebraska.

Not many people know this, but Nebraska State Law does not require that County Deputies who serve papers do not have to report to the Sheriff or County Board what they are billing Attorneys (and ultimately the clients of those Attorneys) for mileage. Every other County Employee has to file a claim reporting beginning and ending mileage EXCEPT for Deputies who serve papers. Does this mean that Deputies are sooooo honest that they would never engage in Billing Fraud?!? Who is kidding who? There are Officers who are caught stealing all the time! The problem is that the Law ENABLES Deputies to steal because they are accountable to NOBODY. I know, some of you who read this might say, "But what about the Auditors?". Forget it, the State Auditors don't reverse engineer mileage and even if they saw that Deputies were pocketing huge amounts of money they would dismiss themselves of the responsibility of reporting it to the State Patrol with, "We are not a Law Enforcement Agency". So if Deputies want to steal, they get to steal, thanks to the Law Makers at the Nebraska State Legislature.
