The San Mateo County Sheriff's Office used to have a Task Force dedicated to keeping track of these beasts. It was called the SAFE Task Force.
For reasons still not clear to me, it was shut down. Now law enforcement is reactive with these perverts, rather than proactive.

Well that shows you thier detectives have very little experience and of course no one in management knows what the heck is going on with thier officers..After reading the Captains comments I really feel sorry for that community. What a responce, thats a first from a police department.. How about saying to the reporter, give me five minutes to find out what the hell we screwed up on again so we can better inform the public of our ----up. Next time we will try hard to make sure the detectives dont over look a sexual prediator living in a foster care home.. HOW SAD. Next time it will be at a day care. Lets hope not.

I'm not sure this is the police departments screw up. I don't believe that the PD has access to the day care licensing files. The article said it was a small day care taking care of family members. It might not have had a sign up. I'm not sure exactly how it works, but I think the PD just has to confirm that they person lives there and take their picture. The Megan's law website is available to the public. Seems to me that the day care people should have at least checked it out. That's how I found out there are a bunch of sex offenders living in the convalescent home down the street...
