Article I, Sections 2 and 3 of the Constitution state that "The House of Representatives shall have the sole Power of Impeachment..." Get it dope? Sole power? The Senate cannot "fail" an impeachment.
Bill Clinton was impeached on Dec 19, 1998. The impeachment did not "later fail in the Senate" or anywhere else. He was forevermore impeached, still is, despite what you two dopes think.
