Maybe our definition is not the problem. Wouldn't we want a high threshhold if substantiation means that the perpetrator is going to be listed in a registry that will prevent him obtaining a clean child abuse history clearance. Just because a report is not substantiated doesn't mean the family is not provided services to reduce risk of harm to children. The article fails to mention that PA has a two tiered system (differential response). Cases where harm has come to a child are handled under child protective services. Those where a child is at risk of harm are handled under general oprotective services. The problem with comparing PA substantiation rate to other states is that the other states include cases PA would handle under General Protective Services. The real problem is that there is no determination for GPS, only opened for services or not, and we have no statewide information system to count or track GPS. Obviously, the need for education about the child wefare system goes beyond mandated reporters.

As a mandated reporter of child abuse, I have found that every time I have called ChildLine, I have received thorough help and concern from them. I have never had a time when the calls were not answered or investigated. I'm not sure where Ms Palm gets her information from, but not from this mandated reporter.
