As we begin 2013, I wanted to share with you the work we have accomplished at the JCSO in 2012. 2011 started out rough. We had no resources, no files, no starting point. With the help of citizens working together, a strong staff and the work we began with other local, state and federal offices, we persevered.

2012 started out on a positive note and we believe ended on one with a drug round up of 19 dealers with a 100% arrest status. Each month we provide a press release and list in the Paintsville Herald the previous month's activity. This month we will provide a compiled listing showing the year's activity. You have a right to know and we have an obligation to keep you informed of the criminal activity in our county.

We have closed most opened cases and are maintaining a conviction rate of over 90%. We do have a missing persons case that is still open. It hasn't been an easy case since the beginning due to the length of time before being reported, the disturbance of the scene, no leads and little evidence. We continue to work this case and I do believe there will be closure. Both persons of interest in this case remain in custody. That is about all the information that we can share at this time with the public. But, I assure you the investigation is far from over.

I also believe that the officers serving Johnson County are some of the most highly trained and skilled officers in the region. From retired KSP to officers who have served 10-20 years for agencies, our officers know the laws and proper procedure when conducting an investigation, working wrecks or responding to other calls. We also have one officer currently attending the academy.

Sheriff offices have changed over the years. No longer is it advised to have officers that are not certified or lack training. I will continue to strive only to provide you with the best officers as we have set the standard high for the JCSO. Funding continues to be an obstacle but we are fortunate that many well trained officers want to work for the JCSO.

We are also working Diligently with our school systems to find a way to provide at least one school resource officer on a full time basis. Deputy Clark has been doing this type of work for the past two years. But with the Connecticut tragedy, the superintendents and I feel the need to pursue a full time position for at least one resource officer. Funding through various grants are being sought for this position.

We have specialized deputies that work animal abuse cases. Specific deputies that work closely with Lillian Wheeler and the PRIDE group on identifying those who illegally dump their garbage along the roadways of Johnson County. Officers who work directly with UNITE and the KSP addressing the drug epidemic. We also saw many less ODs in 2012 and we believe this work has led to that decrease.

Deputy Salyer patrols school zones and has a 85% completion record or serving papers within 72 hours.

Other officers also serve in specific roles dealing with the drug issue, thievery, multi-agency communications, and in-house training.

As always, I can't stress to you enough that the cooperation of you, the community has made a huge impact on our office and work. I feel that community policing has worked. As you call, come by the office or email me, I believe you too know this this office belongs to you and we are proud servants of the people. I am not a politician, I'm a cop. And I appreciate your confidence in me. I am extremely honored and proud to serve as your sheriff.

Please continue to contact me with any issues, concerns, ideas or needs you may have.

May 2013 be a prosperous year for you and yours. Stay safe and may God Bless you. Dwayne

He has not done a great job and his deputies are jokes. I would say he won't be reelected, but after the Presidential fiasco of 2012, I don't believe I should be predicting elections anymore.

But, I stand by the opinion he has not done a great job.

Well, Ms. Fitch, why dont you explain to us why you feel that he hasn't done a great job? And who do you think will do a better job?

I think Dwayne Price has the laziest bunch of deputies I ever saw. The former and retired KSP officers just sets back and draws their pensions and the deputy pay. They act like its to demeaning to them to get out and patrol the county.

Bob Hyden and Tim Clark does the biggest part of the calls they get and they are not KSP either. Kudos to those two that get out in the schools and talks to the kids.

Well check the stats your self, on KSP Webb site and the kasper report johnson county is one of the biggest prescribers in the state/ nation. And yes overdose deaths went up from previous years. I'm just saying don't take the word of a topic just take the time and look it up for your self.

I have no relationship to any of the Price family. I just like the job the sheriff is doing. Our county isn't considered corrupt anymore by the sheriff's office.

Yes there has been more over doses than in previous years but now its not being reported by the newspapers. Johnson County has more narcotic abusers than other counties in KY. Not sure about the Nation. I hate it when people starting patting backs of our elected officials when its obvious its a political ploy.

I just feel "great" is giving him a bit too much credit. I know of several people in the county that have called the sheriff's office needing help and didn't get it. One instance, an elderly lady living in an isolated area asked me to call because somebody was trying to get in her house. I made the call for her, and the best they did was have a deputy call her. Nobody ever went to her house to look around. I ended up going to her aid.
That is only one such incidence. And, yes it was during office hours. It was actually around noon. You can say what you want, but the sheriff only likes to work on the drug problem in the area. You know, there are crimes in the area that don't involve the buying and selling of pills.
I know of more things, but I don't wish to make them public. I have my opinion of Sheriff Price. I know him and his family very well. I grew up with him. If I was giving him a letter grade, I might give him a C-.

I just wonder who you might want as sheriff...hmmm...
Why did you make the call for the elderly lady? Why did she call you to come to her aid? Or why did she have you make the call to the sheriff? Something fishy there...
Oh, and don't you want a sheriff to work on the drug problem in the area? I do. But of course, I don't do drugs. If we are grading him, I'll give him an A. I think that he has brought some integrity back to the office of Sheriff in Johnson County.

You are entitled to your opinion of course. Just as I am. I am sure he appreciates the A you would grade him.
What's fishy about an elderly woman that can't see the phone book to read a phone number? hmmmmm? You answer me that. Or an elderly woman that is so scared she is a nervous wreck and can't think straight? What's fishy about that? You are starting to sound like one of his thoughtless and heartless deputies.
As far as the drug problem goes, well that is a war that may as well be ended. Supply and demand is the name of that game. While the whole department is trying to get some glory by worrying about whether or not somebody is doing drugs, they are letting other crimes go unsolved.A good example of that is the couple that has been missing for months.
Well, he has an A from you and a C- from me. I guess that averages a B. Until somebody else grades him.

I have no idea who I would want as sheriff. I guess one candidate will be as good as another. In fact, I don't care who the sheriff is.

Well, Ms/Mr.well done....just because I don't care who the sheriff is, doesn't mean I don't have an opinion.

Just means, I don't have a very high opinion of any of them thus far.

I do not think he has brought any sense of integrity in this office. He does not take care of the publics interests as much as he does his own. His wife is a loose cannon that does all his publicity and PR.
