SUPPORT HB 463: CHANGES TO KENTUCKY CRIMINAL CODE

If you love liberty, it must enrage you that our state has the fastest growing prison population in the nation. It also comes at great expense. We simply cannot continue to lock everyone up for everything. We need to address how people who commit nonviolent crimes are handled in the criminal justice system, and this bill does just that. It will save $6 million per year. We donít like everything about it, but all in all it is a good bill with much-needed change.

It's not that big of a mistake, as the way things work right now. They are trying to promote rehab for drug relate crimes. Which before was just turning around and locking them back up causing a big over crowding problem. This way they give you a chance to clean up and become a productive part of community and if you mess up during the time your going back to jail. This bill has a lot of good in it, But they have to imply this laws.

OY! There is a warrant out for the arrest of a person that resides near my area now that has been in rehab 6 TIMES! Imho, rehab is just a get out of jail free card. It occurs to me if the time one spent in jail was a tad harsher, folks would start doing more to stay OUT of the darned place to begin with.

Explain why this is such a great mistake, please and thank you. Remember to source and validate your reasoning. Don't just say words without truly understanding what they mean. Furthermore do not get so emotionally attached, this is a matter of making life more efficient and effective for all Homo sapiens. So please try to think of this as a matter that effects all members of our commonwealth, not just you and your individualized memories and experience(what makes you you). Please rebuttle in a professional and mature manner. Thank you all for reading my opinions on HB 463

I would think some kind of program like the sheriff in Arizona has. Non violent offenders (drugs, petty theft, etc..) are sent out to these tent camps for a period of time. They have to work, grow their own food, and pretty much fend for themselves. I'm sure once a person goes through that, there wouldn't be a second offense.

Just my opinion though.
