what is this renewable energy blocks and rernewable energy credits? Does it supply electricity to the community? What is it's source? Does this support green community act?

Thus renewable energy blocks lessen CO2 emission? Is this in support of the Green COmmunity Act? What is its source? WOuld this be exhuasting other form of natural resources?
