Question about local vote

As a new voter, I have a question on how the metro vote will be decided. Will it be determined by majority of local and county residents combined? Or by whether city or county has the most "yes" votes? Other?

I worded that wrong. Meant will it be decided by numbers of city/county combined or will city and county EACH have to vote yes? If city and county votes are combined, it seems like city would have the advantage, if they outnumber county residents. Seems to me that city and county seperately should have to approve a merger, but I don't know much about this sort of thing yet.
