Much ado about nothing. The Collector's office is quite behind on receipts. We paid our personal property taxes around the middle of December and didn't receive a receipt until mid-January. I never bothered to check, but I imagine the website didn't reflect payment until the payment was processed. Doesn't mean we didn't pay them on time.

I do find it funny that they are saying that Mullins has a "carbon-copy" of the check he wrote. Unfortunately that doesn't cut it. You have to have a cancelled check. Anybody can go and write a check and grab the carbon and say "here it is...I paid it" while the actual check is still sitting in their checkbook. He should have been watching his bank statement. When a check is outstanding for that long then that should have raised some flags. Does he not balance his checkbook? The other part that raises red flags is that Hay said on wordpress that Mullins paid it before he filed. When did he file and when did filing open and close?

I sent mine in the last week of December on Monday the 24th, I received by paid receipt I believe on Friday 12/28, Saturday 12/29 at the latest. I remember remarking at the time how quick it arrived. Aside from that, if payment was not processed by the County Collector until 01/24 when it was "updated" on the site, how is it the Arnold City Clerk could have verified something per her statement to the Patch that even the County Collector could not have verified by 01/15/13? 9 days prior? That makes no logical sense whatsoever.

Who this day and age physically returns checks? The Check21 Act did away with all of that. http://en.wikipedia.org/wiki/Check_21_Act Very few entities are still using physical check processing, because it is inefficient and slow, and takes longer to clear. Besides, who has so much time on their hands that they match up to make sure every check they draft has cleared? I quickly scan my statements to ensure I do not see any glaring errors, and then to the shredder it goes.....Did you just step out of a time capsule?

Nope. It's called being responsible and I you don't then you open yourself up to identity theft and fraud that can go on for months unnoticed.

Even if the check is processed electronically, you can still see the bank transaction and/or request a copy. A carbon check proves nothing. A bank statement or cancelled check proves everything.

As far as the county assesor processing payments, call down there. They will tell you they are behind because a lot of people postmarked it on 12/31/2012 and they have thousands to process. Go ahead and call to verify. Even Doris said on her Mayoral site that Cricky paid. It did t get her receipt until last week and even then it still want marked paid on the website.

Some will try to paint a conspiracy picture. Place some calls and you will find that there are NONE going on.

Be a bigger person and face your opponent on the issues in the election rather than trying to get them kicked out of the race. Let the PEOPLE choose instead of forcing yourself on them.

It is the County Collector, not Assessor, Beth Mahn, that processes payments. That aside, my question still stands. How is it that Diane Waller could verify something which the County Collector did not yet know, due to the assumed delay in payment processing? Answer- She couldn't.

How long do you think their AR system takes to update to Devnet once payment is received? More than 24 hours? 48 hours? In this case, for all statements to be accurate, there would have to have been a 9 day lag between verification of payment receipt on 01/15/13 and updating of the site 01/24/13. That seems unlikely to me.

Not saying Counts paid late or not and that there is/isn't a conspiracy there, just saying that Diane's statement that she researched and verified payment does not pass the smell test unless it took 9 days to batch/true up the systems, which I find unlikely.

Welp, whatever, it took mine several weeks. Long enough, in fact, I was becoming concerned they hadn't received the payment. So apparently (and unsurprisingly) there is not a whole lot of organization that goes into it.

But it's kinda fun that way - keeps the conspiracy theorists on their toes.

Why don't you call Diane and ask? She will tell you or are you afraid you won't get the answer you want, the one that fits your latest conspiracy theory. Keep in mind that the site was cached on your PC for days if not weeks.

I called and got all of the answers and there is no conspiracy going on. Just someone desperate to get elected Mayor that apparently is looking for something to knock a person off of the ticket so there will be no contest assuring them of the position. They should spend the time campaigning instead of trying to undermine their opponent.

The fact is, it was not the city clerk's job to do that! If there is a problem with someone not paying their personal property or real estate taxes, a complaint needed to be filed with the Department of Revenue. Once received by the Department of Revenue, they would investigate the complaint and if a delinquency was found, notify the candidate and the candidate would be given 30 days to pay the delinquency. That is what the statute says, at least the part that Diane failed to include in her letter to Mr. Missey.

I think it is Phil Amato, Jason Fulbright and their string pullers in City Hall who couldn't bear a real race. They are struggling mightily to retain the stranglehold they have on the citizens of Arnold. They have the power and can't risk letting someone in who can't be bought.

Ask this guy Shaun to dare to expose the illicit tax scheme in which he has evaded paying his taxes for years. Check with the collector. I did and the record is there. This is not about being a little late. This is about evading payment of the tax for years. So he owned a van since 2011. Was he afoot the years before that? There is no tax payment record to show vehicle ownership. Only more waiver requests.

It seems that the stranglehold is the block of council votes seemingly conrolled by Doris Borgelt. The votes are 5 to 3, with Borgelt, Hohmeier, Lang, Moss, and Kornacki voting together. Doris has the power and calls others 'string pullers'. Very stange.
It's reminiscent of the power weilded by Poor, Hay, Connell, Lindsley, and Schoenbeck. The residents got tired of their machinations and voted them out. This new five needs to go also.
