The man was spot on. Yes, the Chief couldn't have been more mortified. That man addressed the fact that the investigation conducted had nothing to do with what was supposed to be investigated. The man had 34 years experience at a major area police department, a seasoned investigator and he very clearly stated it was not conducted even close to properly. The investigation was a joke and he had nothing good to say about it.
So now you are saying that Doris brought him to speak? Kudos to her then.

The guy might have had something to say in his ten minute "in a nutshell" speech if Arnold was conducting a rape or murder investigation. It was not. For Doris to launch yet another diversion takes nothing away from the idea that Arnold is going to get sued and lose much bigger than $6800. What if it turns out there really is fire from this smoke?

The man at the meeting knew what he was talking about which is more than anyone can say about whoever did the investigation and report. The investigator did not do an investigation. A majority of the questions had nothing to do with the alleged complaint. They would be hard pressed to find anyone who would consider it a completed job. He'll be lucky if he ever does another investigation for anyone anywhere. His reputation is in the crapper.

So, are you saying that the basic principles of investigation are somehow different depending on whether one's intention is to prosecute or persecute? Let him sue, let it go to trial, and then let a professional be called as an expert witness, to testify on the thoroughness and integrity of the investigation. Mr. Garrison will not open that door, reciprocal discovery will be the Mack Truck driving right through it. Kevin is not going to risk what is left of his career and reputation over what will come out in the wash.
