Bullying in Schools

Why do teachers stand by and allow a student to bully another student? My grand daughter has had three seperate incidences of bullying this year. In the most recent incident she gave up her jacket to a girl who insisted that the jacket belonged to her. After a verbal confrontation my granddaughter gave up the jacket even though the jacket was hers. According to my granddaughter there were 2 teachers standing nearby when this situation occurred,
The teachers never interveined. Parents please discuss bullying with your children and let them know that this behavior is unacceptable.
My granddaughter goes to school to learn, she loves learning.
She is a good student and will do anything to avoid confrontation. It a jacket today but what will it dbe tomorrow, her shoes?
I dont want my granddaughter not want to go to school. As it is she is afraid to go. What is a parent to do we could change her schools but why should we have to when it is the other student in the wrong...We are planning to get her into self defense classes to assist her in her abilities to confront the bullies.....any other suggestions would be appreciated.
