All this is going to do is pad the pockets of the revolving-door-rehabs. That, and stereo-type the kids who get get caught "experimenting" out of curiosity. Where is the money going to come from to pay for the "rehabs"? They are predominately based on the 12-step model of recovery which is a failed philosophy.
