Paragraph 38 reads: 38. The scheme for the new institutional arrangement under the Convention will be based on three
basic pillars: government; facilitative mechanism; and financial mechanism, and the basic organization
of which will include the following:
(a) The government will be ruled by the COP with the support of a new subsidiary body on
adaptation, and of an Executive Board responsible for the management of the new funds
and the related facilitative processes and bodies. The current Convention secretariat will
operate as such, as appropriate.The Convention’s financial mechanism will include a multilateral climate change fund
including five windows:(a) an Adaptation window,(b) a Compensation window, to
address loss and damage from climate change impacts, including insurance,
rehabilitation and compensatory components,(c) a Technology window; (d) a Mitigation
window; and (e) a REDD window, to support a multi-phases process for positive forest
incentives relating to REDD actions.
(c) The Convention’s facilitative mechanism will include:(a) work programmes for
adaptation and mitigation; (b) a long-term REDD process; (c) a short-term technology
action plan; (d) an expert group on adaptation established by the subsidiary body on
adaptation, and expert groups on mitigation, technologies and on monitoring, reporting
and verification; and (e) an international registry for the monitoring, reporting and
verification of compliance of emission reduction commitments, and the transfer of
technical and financial resources from developed countries to developing countries. The
secretariat will provide technical and administrative support, including a new centre for
information exchange.

It seems to me that whatever you think about global warming, there is a larger issue, here. Does this treaty set us up for a global governmental body or not?

Al Gore is a criminal with ties to organized crime. Global warming is a lie. The scientists have been faking their data for years and have now been caught. The earth is actually in a cooling period and the number of polar bears is increasing.

The only thing that the criminals want is a new tax on the whole world. The purpose is toe destroy all western economies, and bring about a one world nazi government for the Rothchild and Rockefellor families.

Uncle Sam,

I am leery of this thing too, and have no faith in any of our leaders in DC. They'd sell us out if the price was right!

The other day, I heard a radio host say that in New Zealand where they already have Cap and Trade, farmers have to pay a tax of 200 dollars on every sheep they have. Naturally, the shepherds got out of sheep raising and sold their farms.

I haven't heard any discussion of how Cap and Trade will affect US farmers, but I think we need to look at this.

Copehnhagen the treaty is something meatier to chew on, and the after taste is bitter.

A final draft is being prepared for signature. Taxes will be collected from nations and given to the world bank--an unelected body. This is very bad news. Turns out Lord Monckton was right.

Fox news just happened to be the first link that came up, I just used it because I thought it would make right-wingers happy. But the fact is they reached a non-binding "political agreement". Whether or not it's meaningful or significant is subjective. I for one think it could have been a lot more meaningful and significant.

Amen to that! I try to get news from several sources and then triangulate. Our media has really dropped the ball.

Thanks for the Guardian link, but did you notice that this accord is intended to be legally binding when ratified? Also, alternative news sources are reporting that there will be another summit soon (in Brazil?) where the rest of the Cop 15 agenda will be pushed through. We need to watch this very carefully.
