If the low bid of Spartan Contracting, LLC, of Campbell, Ohio, is ultimately accepted, the Glover Cary Bridge, or Blue Bridge as its more commonly known, across the Ohio River at Owensboro, Ky., will be repainted for about half what Kentucky Department of Transporation engineers estimated it would cost.
