Police: Tenants locked out of condemned apartment building

The St. Louis County Police Department is trying to locate the managers of an Overland apartment complex for allegedly locking out a number of tenants after it had already been investigated for not being up to code.

The government needs to regulate these slumlords. I live in a similair apartment complex. All the landlord does is come by on the first of the month to collect the rent in his cadillac escalade.
