Judges Comments in Court Yesterday...

So Yesterday, in an extremely late session of court, an individual asks in criminal court a question to the effect of "does anyone have a claim against the defendant?". To which the Judge responds "That's Irrelevant". So it's now "Irrelevant" in Butte County Courts whether or not someone has a claim? It's "Irrelevant" that there is no justiciable controversy? So no one needs to say or do anything for the Butte County Courts to take you into custody and try you? Can someone please explain how the Public Servants I look up to and am supposed to respect can simply say that it is "Irrelevant" whether or not someone, ANYONE has a claim against you, because they are going to try you when no cause of action exists?
