The deficits that occured after Scott was forced out were squarely on Bob Sharkey's watch as General Manager. Sharkey is still trying to point to Scott as the bad guy. Sharkey does not take responsibility for the huge loans he and Vene arranged, behind closed doors, while he was in charge. The overpriced skatepark started it all. The Grand Jury had a field day with that one.

Remley will find the loans all have Sharkey's signature on them...

The manager's salary and benefits of $68,000 per month as stated in the article has got to be a Mercury Register error.

The article otherwise points to a shocking series of mis-management in the district over a number of years.

What were the previous boards thinking about?

Other than claiming bankruptcy, how can the district turn this around? Is there any way to undo the gymnastics purchase? It's too bad Butte Community Bank didn't get taken over a few days earlier so the loan wouldn't have gone through. That bank was obviously in trouble too. I wonder what happened to the head of the bank that approved that loan.

Contrary to your statement, Remley will not find Sharkey's signature on all the loans. It's too bad you don't get the FACTS before you speak out and slander someone. FRRPD has about $1.5 million owing on loans taken out while Sharkey was general manager. More than $600,000 of that went to pay attorneys fees in the fight over Impact Fees with the City of Oroville. If the City has simply provided the means for the District to collect the fees, it would have saved the District all those attorney's costs. The remainder went toward improving Riverbend and Nelson Pool among other things.

What Dr. Remley will find is Jan Hill's and John Buck's signature on the $3.5 million dollar loan for the gymnastics academy - not Mr. Sharkey's.

It is becoming more and more likely there will be another Grand Jury investigation into what the Board under Hill, Gill, Thompson, Soudan, and Dorfman did. We hope they get everything they have coming to them for their extremely poor management decisions.

People state that the grand jury SHOULD investigate different things but is anybody actually contacting them? What is the process to ask for an investigation?

Congratulations to Don Remley for getting right to the financial problems. He will get the truth sorted out and be effective. Maybe he can convince the Board that the use of volunteers is desirable and effective since he has some past experience in volunteer programs.

Remley will get $308 a day, which is roughly equal to Buck's salary of $68,000 a year.

I have a lot of reservations about this appointment and indeed the sometimes 'secret' workings of FRRPD. There have been many instances where changes in staff, even mission statement, budgets, etc were less than transparent.

I certainly hope that the '$68,000 per month' salary is a mis-print. If not, then that certainly would account for the budget woes!!

It seems as though the new Board is going to see some challenging times for finances. Previous Boards' Policy of spend spend spend has caught up to the District! Way to go Oroville, you elected some sound Board members with Allen, Jensen and Sharkey. Sounds like they have hired competent staff and working to start a good team.

Congrats to Hill and Gill for jumping on Board too; seems as though you could have been asking the tough questions last year tho. Huh, why didn't Hill and Gill ask any questions of Finance last year?

Because they refused to listed to their finance manager and then fired her because she disagreed with them and wasn't afraid to say so. They relied solely on John Buck for his financial expertise (not)- none of them knew the first thing about District finances. Jan Hill and Loren Gill are part of the problem - don't be fooled.

FRRPD is losing $40k a month on the Gymnastics Academy. How can Jan Hill and Loren Gill show their faces?! They should both be embarassed they approved such a bad deal for the taxpayers. Both should resign and let competent people take their places on the board.

Yes, the loans that he and mean Vene received certainly did occur while Sharkey was in charge. Sharkey knows far more about the crap that he performed, and tries to hide behind others. And now he's a director. God help the district.

You submitted a revised BUDGET TO INCLUDE the Oroville Gymnastics AFTER YOU PURCHASED it for $3,500,000.00. In YOUR revised Budget, did you INCLUDE the purchase of Harts Mill? That is a $70,00 purchase. After close Review, please advise the public.

You knowingly lied about the PNL of the Oroville Gymnastics and you continued to lie when asked if it was making money. You continue to support your decision. Do you feel differently now that your new Interim GM has showed it is loosing $40,000 per month? Do you still stand behind your decision with John L. Buck III? John L. How often did Jan Hill review the Budget in her finance committee or with the Board? Did she review the PNL documents submitted from Oroville Gymnastics prior to the purchase. Did Jan Hill or John L. Buck III retain council to review the financials or retain an outside agency to review the financials in order to NOT PUT THE FRRPD at FINANCIAL RISK?
Did Jan Hill and John L. Buck III protect the District and have a Feasibility Study to PROTECT the District?

I'd like answers to these questions. We all do. But, where is the accounting staff? Professional people who are hired to perform these tasks? At one time, there were three people at FRRPD (2 full time and one part time) who were responsible for the numbers. They also did payroll. Who is doing the work now? How is Remley getting paid? Why are FRRPD's board doing work that experienced people are hired to do?

The Board consisting of Hill, Gill, Dorfman, Soudan, and Thompson fired their accounting manager and put someone in place who doesn't have a clue about how to "account" for the District. The District's books had been cleaned up and the finances were reported properly until the brain trust that existed removed her. Put the old finance manager back in - she'll have it cleaned up again in no time - correctly.

Jan Hill as chair of FRRPD and Loren Gill approved the purchase of the $5 million Oroville Gymnastics Center- without a public mtg. Anyone who questioned the purchased was personally attacked and still is. Seems like they hit a nerve and were right about FRRPD losing $44,000 a month. Jan Hill stated publicly the gym purchase was a good one and the District was $2,000 in positive cash flow.. Huh? Loren Gill also voted for the purchase. Abusing taxpayer funds, violating the Brown Act, knowingly lying to the public about the financials. Time to resign Jan Hill and Loren Gill. We need new board members who are business minded...
