NO ARIZONA TUCSON DOES NOT NEED A BY PASS THATS WHAT IS COOL ABOUT TOWN IS THERE IS BUT 1 HIGHWAY. TRAFFIC MOVES FINE, LEAVE THINGS ALONE.
