A Massachusetts fugitive from justice warrant will keep Shastine Pavao behind bars indefinitely after she and her mother, Debra Pavao, each had bail on their felony racketeering and grand-theft charges in Central Florida drastically reduced Wednesday, officials said.
The former city family includes husband and father John Pavao, who is facing similar charges. Last week, he was prevented from being released on reduced bail when the Bristol County District Attorney’s Office issued an extradition warrant.
Those charges by Taunton police allege John and Shastine Pavao wrote $9,700 in fraudulent checks in November 2007 to Bristol County Savings Bank.
The father and daughter were called the “ringleaders” of an alleged scheme to defraud as many as 50 people out of their homes, offering loans then taking their properties, according to Florida’s Bureau of Financial Investigations.
The agency, also alleging the family defrauded more than $3 million from lending institutions, filed 28 counts of first-degree grand theft and racketeering against the trio. The charges date to 2004.
Other individuals, including family members Cindy and George Rego of Fall River, have been charged in the scheme.
All three Pavaos — Shastine, 22; John, 42; and Debra, 39, of Widermere, Fla.— are being held at the Orange County Jail.
Bail on all three was lowered the past few days to between $21,000 and $25,000 from the amount of $1 million for John and Shastine and $750,000 for Debra Pavao, an Orange County supervisor of inmate records confirmed Wednesday.
The Fifteen Division Circuit Court in Orlando, Fla., hearing the cases required “Nebbia holds” on each defendant, meaning they cannot be released until it’s determined where bail funds derive because of the raqueteering charges, officials said.
They are also required to remain on home confinement with GPS tracking bracelets. John Pavao posted his $21,000 bail on Thursday, inmate records officials said.
The Nebbia hold made him ineligible to be immediately released, and on Friday, the Bristol County District Attorney’s Office issued warrants for John and Shastine Pavao.
The county office does not plan to seek extradition until after the Florida cases against John and Shastine Pavao are adjudicated, Gregg Miliote, district attorney spokesman, said.
“We want these two individuals to face the charges in Bristol County, and that was the best way to go about it,” Miliote said.
Asked for further details, he said,“I can’t comment on what’s going on in Florida.”

The pavaos are still up to the same crap they have been doing for years only now with the legal system Judge shopping and petitioning the courts over and over in order to get their bail lowered until they can get out of jail and probably start stealing homes or leave the country. Thank God Florida is one step ahead of them and thanks to Mass. for finally bringing charges, I hope there are many more charges comming. They were all three back on the local news again last night, go to WFTV.com . Shastine is going back to court tommorrow for another bond reduction hearing and Debra is going back to court on the 9th of April for the same thing. Since I am in the area (Florida), a victim of the Pavaos and somewhat up to date and 'In the loop'. Report AbuseJohn is still in the orange county jail the fugitve charge you see is from Mass, he is on hold here until the trail at the 1st of may then will be extratited to Mass for commiiing larceny with a bank there for almost 10k dollars, They have no money the state of florida has seized any and all of their assests.
