Yes the Senate report faults the State Department for failing to anticipate the attack and taking adequate measures. Fair enough. However it also states that;

As to your statement that he did what any president would do you're overlooking the incredible incompetence that the Bush administration demonstrated during Katrina. Where was Obama when Sandy was heading for land fall Carol? He was in the White House making sure that FEMA was doing its job and getting its supplies prepositioned so that there wouldn't be any delay once the storm passed. Where was Bush? At his faux ranch of course the same place he was when he was warned about the imminent attacks on the US.
