It is administered by individual states based on federal guidelines.

The USDA works through state partners to investigate recipient fraud and hold those accountable.

The federal government is the overseer of the SNAP program.

If the federal government can't oversee the more than 900,000 backed up claims of veterans, how can the same federal government oversee fraud and abuse in the SNAP program?
