You are correct, the owner may request ID, he is not required to but if a person is caught in the bar without ID by the authority the bar is subject to fines. Do I like the law? No.
No problem in importing a bottle of spirits, I go to Canada on a regular basis and often bring back a bottle or two, I declare it at the border. No problems. I know folks in southwestern Washington and cross the border to purchase spirits. Do not know of a case where there was a problem.

However, cite for us the section of Washington law and/or regulations that requires all patrons purchasing liquor to produce identification. Galt submits that your observations are based on policies of the establishment, not on law. The law states that license holders MAY request identification, not SHALL request identification.

The bar is not subject to any discipline unless the patron is under the legal age.

Galt may have confused the one gallon state importation limit with Virginia, or perhaps Pennsylvania, where any liquor importation is illegal.
