If you tax bill ( bill - a statement of the taxes you owe where you send money, i.e.Pay) was $100 and you get a 10% tax cut, then you get an additional $10 in your wallet.

If you pay that $100 tax bill & the government sends you $10, then you have a extra $10 in your wallet, Flackonomics say these $10's are different.

Maybe the problem is that you don't pay any taxes.
